WWI
216
If the P G. & E. purchases the system, the cost of the power will be higher than at
present. If,the city continues to operate and the 100 candlepower lamps are changed
over to 250 candlepower, the cost to the city, over a ten year period would be approxi-
mately 018,03b-51 annually, however, this figure would not include eliminating exist-
ing violations. To eliminate the violations, the cost over a ten year period would
be $30,099.93 annually. Under the P. G. & E. contract Schedule L-30 rate, on the
basis of changing the 428 - 100 candlepower lamps to 250 candlepower, the annual
r
cost would be $20,680.22 over a ten year period, which figure would represent a
savings to the city of approximately $10,000 per year.
The P. G. & E. has requested the Council to indicate whether or not they are
interested in receiving a proposal from them for the purchase of the ,system and, !
if so, has indicated that they will proceed to modernize the system with new
luminares on modern type brackets as soon as the material is available and in con -
function with similar improvements in the cities which they now serve. They will also
favorably consider dropping the $18,000 judgment which they hold against the city
as a result of the city's previous effort to purchase the entire system.
Fire Chief Lodi addressed the Council and advised that it is impossible without
committing violations to extend our circuits in many areas of the city and that it
is impossible to do anything but to keep the lights burning - that the whole system
was in a serious condition.
. Councilman Werder expressed the opinion that he believed the city should express
itself as being interested in receiving a proposal from the P. G. & G. After some
discussion, it was decided to carry the matter over until a full Council was present.
CITY MANAGER BLOM ADVISED THAT THE BOARD OF REVIEW HAD RECOMMENDED A CHANGE IN TITLE
ONLY OF THE POSITIONS OF EQUIPMENT OPERATOR I AND II TO Street Maintenance Man and
Street Maintenance Man - First Class. The titles of the positions at present do not
clearly state the duties of the position and it was felt desirable to change the
titles. Councilman Swift moved, seconded by Councilman Werder, that the recommen-
dation of the Board of Review be accepted. Motion passed unanimously.
COUNCILMAN GRANGER QUESTIONED WHO HAS CHARGE OF THE CORPORATION YARD. City Manager Blom
advised that the Street Superintendent had charge under the City Engineer. Council-
man Granger was of the opinion that the Street Foreman was in charge and did not
believe that it was proper. City Manager Blom replied that the Street Foreman did
have charge of a crew of men who worked on the streets and that the matter was being
studied so that each department at the Yard would have the proper supervision.
COUNCILMAN GRANGER REQUESTED THAT THE LOCAL THEATRES BE NOTIFIED OF THE ARMORED CAR 11
SERVICE available so that it would relieve the Police Department from the duty of
escorting the management to the bank with receipts of the theatres.
CITY CLERK DODGE PRESENTED RESOLUTION TRANSFERRING FUNDS from the Street Maintenance
Supplies and Services Fund to Street Maintenance Motor Vehicle; from Electrical
Department Christmas Lighting to Electrical Department Supplies and Services;
from Unbudgeted Reserve to Street Cleaning Motor Vehicle and from Unbudgeted
Reserve to Collector, Supplies and Services. Councilman McNulty offered resolution
and moved its.adoption transferring funds as requested, seconded by Councilman
Swift. On roll call, resolution was unanimously adopted with Mayor Hilton and
Councilman Britschgi absent.
I
