222- <br />CouncilmanNerder cited the case of the Weltner Motor Company and stated that he <br />believed they were in direct violation of the ordinance and that they were operating <br />two lots with a permit for only one. MEkyor Hilton explained that he had inspected <br />the lot and was of the opinion that the company was in the process of altering their <br />lot. He did not believe they were operating two lots. City Collector Perrin also <br />stated that he had called on Weltner Motor Company and that they had assured him that <br />as soon as the steel frame building is obtained for their lot, they will conform <br />to all regulations. Councilman Granger moved, seconded by Councilman Werder; that <br />the matter be placed on the agenda. Motion passed unanimously. <br />COMMUNICATION WAS RECEIVED FROM THE PLANNING COMMISSION RECOMMENDING A.JUNK DEALER'S <br />3 <br />PERMIT be granted to A. W. Christman, 1327 Hancock Street, subject to the permit <br />being granted for a period of one year, all,junk to be kept within a barn, and <br />compliance with all city and state laws. Councilman Granger moved, seconded by <br />Councilman Holmquist, that the permit be granted in accordance with recommendations <br />of the Planning Commission. Motion passed unanimously. <br />COMMUNICATION WAS RECEIVED FROM THE PLANNING COMMISSION RECOMMENDING THAT FUNDS BE SET <br />ASIDE FOR THE PURPOSE OF ENTERING INTO AN AGREEMENT WITH HAHN AND CAMPBELL for the <br />purpose of drafting a new zoning ordinance. It was the opinion of the Commission <br />that the work should be completed as soon as possible and the city employees do <br />not have the time or particular skill to draft such an ordinance. There was con- <br />siderable discussion in regard to this matter. City Manager Blom and City Attorney <br />Currie explained that such an ordinance was a considerable amount of work and <br />research involving surveys and field work as well as the legal aspects of drafting <br />the ordinance and it was their recommendation that the firm of,Hahn and Campbell <br />be authorized to do the work. They both stated that it would be too big a project <br />for the city employees to undertake. Councilman Werder was of the opinion that <br />inasmuch as it was the recommendation of the Planning Commission and the City <br />Manager and City Attorney that this would be the most expedient and least expensive <br />manner of drafting such an ordinance that the recommendation should be accepted <br />and so moved. There was no second to the motion. Councilman Britschgi moved the <br />recommendation of the Planning Commission be denied. Councilman Granger asked if <br />the money for the work would not have to be included in the coming fiscal year's <br />budget. City Manager Blom advised that there is a balance of $1500 in the Planning <br />Commission's budget which he believed could be set aside at this time for this <br />work. City Attorney Currie further explained that the Planning Commission had in- <br />tended to expend the money in this way and that they had wished to study the matter <br />thoroughly before making a recommendation. The fiscal year had expired before a <br />recommendation had been made. There was no second to Councilman Britschgi's motion. <br />Councilman Werder believed the opinion of the City Manager and City Attorney should <br />be considered and as they were in favor of the recommendation he again moved that <br />the recommendation of the Planning Commission be accepted, seconded by Councilman <br />Granger. Former City Attorney McCarthy requested permission to speak under the <br />question and advised that he believed it would be worthwhile to have a new zoning <br />ordinance due to the fact that the present one is based on a 192$ ordinance with a <br />few amendments. He believed it would be worthwhile for the Council to have tech- <br />nical assistance in the preparation of this ordinance. City Attorney Currie stated <br />
