I <br />Al <br />Councilman Granger moved -that the permit be denied upon recommendation of the 225 <br />Building Inspector and Fire Chief, seconded by Councilman McNulty. A roll call vote <br />was requested and the following vote recorded: Ayes and in favor of the motion: <br />Councilmen Granger, Holmquist, McNulty and Swift. Noes and against the motion: <br />Councilmen Britsehgi, Werder, and Mayor Hilton. <br />ON MOTION OF COUNCILMAN BRITSCHGI, seconded by Councilman Swift, adoption of the Master <br />Plan was carried on the agenda. Motion passed unanimously. <br />IN REGARD TO THE CONSIDERATION OF A PRE-CUT BUILDING FOR THE RECREATION DEPARTMENT, City <br />Manager Blom advised that this matter had been referred to the City Manager and City <br />a <br />Attorney for a report as to the ways and means of financing such a building and also <br />an opportunity was given for those who had not visited the building at Bushrod <br />Playground, in Emeryville to do so. It.was the opinion of the City Manager that the <br />building was quite well planned although there were a few modifications which would <br />be necessary if it were built here. As ,to the source of funds, it was his opinion <br />that bond money could be used for the erection of funds, it was his opinion that <br />bondmoney could be used for the erection of such a building at Community Park. Due <br />to the fact that there is adobe soil, in this area, he believed the cost of the build - <br />Ing would be increased to $50,000 rather than $42,000 as previously stated. He did <br />not believe the building could be classed as a fully permanent one but did compare <br />it to the boys' gymnasium at Sequoia High School. It was the opinion of Councilman <br />Werder that if the building would have approximately thirty year span of usability, <br />it could be considered almost. pernament. Councilman Britsehgi moved, seconded by <br />Councilman Granger, that the City Manager be instructed to prepare the plans and <br />specifications of a building to conform to the type of building at the Bushrod <br />Playground in Emeryville and present them to the Council for approval at the next <br />meeting. Motion passed unanimously. <br />CONSIDERATION OF PURCHASE OF STREET LIGHTING SYSTEM BY THE PACIFIC GAS AND ELECTRIC <br />COMPANY was next discussed. City Manager Blom advised that he had presented this <br />matter at the last meeting of the Council. He further explained that about 75% <br />of the present system is in such condition that,it is in violation of the rules and <br />regulations of the Railroad Commission. Councilman Werder was of the opinion that <br />the Council should consider a proposal from the P. G. & E. Councilman Granger moved, <br />seconded by Councilman Werder, that the City Manager.be instructed to contact the <br />Pacific Gas & Electric Company to the effect that the Council is open minded on the <br />subject and would be willing to listen to a bid on the street lighting system with <br />the understanding that there is no obligation on the part of the Council. Motion <br />passed unanimously. <br />COUNCILMAN GRANGER ASKED FOR A REPORT IN REGARD TO THE THEATRES USING THE ARMORED CAR <br />SERVICE. City Manager Blom advised that he had asked the Loomis Armored Car Service <br />to contact the theatres and he believed that the service would be available. Coun- <br />oilman Granger moved, seconded by Councilman Swift, that the City Manager be instructed <br />to contact the District Manager of the Fox West Coast Theatres with the thought in <br />mind of asking them to seek other methods of transferring their money to the bank <br />due to the <br />shortage of police <br />officers. <br />Chief of Police Collins reported that the <br />department <br />is furnishing the <br />same service <br />to several businesses besides the theatres. <br />Councilman Britschgi was of the opinion that if other businesses were receiving this <br />service they should be'notified as well as the theatres or else the matter dropped. <br />
