22 <br />i, <br />tentatkive budget was submitted in May, he had pointed out the need for a solu- <br />tion to the financial problem and the desirability of having a revaluation of <br />the city's real estate so that the financial problem could be met at next budget <br />time. He had attempted to locate a firm who would be capable of reassessing <br />real property and contacted several of them. Very few California firms are <br />capable of doing municipal work and most of them were too busy to take on any <br />additional work. The only other organization in the State is the State Public <br />Administration Service who would need help from the city in the work. It was <br />thought this would be impossible to obtain. Two major firms in the East had <br />been consulted and the firm of J. M Cleminshaw had submitted the bett offer. <br />Mr. Leonard Cleminshaw had come to make an inspection of the city and was <br />ready to submit his proposal. <br />Mr. Cleminshaw read specifications covering the work to be done by•his firm <br />and quoted the price of $18,500 for the work. There was some discussion in <br />regard to the terms of the specifications. <br />City Manager Blom advised that $12,000 had been set aside in the budget for <br />this year on a loan from the post war fund. There is approximately $8,000 <br />unemcumbered in the post war fund at present and he believed if the expendi- <br />ture must be made before the next fiscal year that the additional fund be <br />taken from the post war fund on the same basis as the original fund - loan <br />from the post war fund to be repaid within two fiscal years. The specifi- <br />cations call for the work to be completed not later than July 1, 1947. Many <br />of the councilmen expressed the opinion that it would be a good investment <br />to undertake and that it would remove many of the existing inequalities on <br />the tax rolls. Councilman Werder moved, seconded by Councilman Swift, that <br />the City Manager be authorized to enter into a contract with the firm of <br />J. M. Cleminshaw and Co. as recommended by the City Manager and for the <br />reasons as brought out by the City Manager and according to the specifications <br />outlined. Motion passed unanimously. <br />Councilman Britschgi moved, seconded by Councilman McNulty, filing of affidavit <br />of publication of ordinance changing name of Chilton Street to Winslow Street. <br />Motion passed unanimously. <br />Councilman :Herder offered adoption of ordinance changing Chilton Street to <br />Winslow Street and moved its,adoption, seconded by Councilman Britschgi. On <br />roll call, o'rdinance.: was unanimously adopted with Mayor Hilton absent. <br />Councilman Granger moved, seconded by Councilman Swift, that the Building Inspector <br />and City Engineer make a study of renumbering Winslow and ex -Chilton Street <br />and Brewster and East Brewster Avenue and also confer with the Master Planners <br />as to ideas they may have in the matter. Motion passed with Councilman <br />McNulty voting in the negative and Mayor Hilton absent. <br />Attorney Cuthbert Currie appeared before the Council on behalf of the taxicab com- <br />panies and requested that the ordinance be amended to eliminate meters and <br />substitute a zoning system for fares. The cab companies would have printed <br />maps showing the zoning system and would post them in cabs and distribute <br />them to the public.
