Councilman Granger moved, seconded by Council- <br />man Britschgi, that the City Manager be instructed to make a study of the <br />plans used in other cities and to report at the next meeting. Motion passed <br />unanimously. <br />Mr Ernest A. Wilson appeared before the Council to discuss a proposed amendment to <br />the procedure ordinance to provide for the establishment of a 57o call feature <br />to the 1911 Bonds in those cases where the bonds are not in default. He went <br />into some detail explaining the relative merits of the proposed amendment, <br />"'the major ones being that the bonds would be more saleable and better prices <br />received from contractors. City Manager Blom stated that while Mr. Wilson <br />was more versed in this subject that he was, he did not see the necessity of <br />making a change at this time. He stated ne believed it was more important to <br />watcn the projects underway and see that they were actually built upon. Coun- <br />cilman Granger asked if the amendment would have any affect on the projects <br />now underway. Mr. Wilson replied that it would not, that it would affect only <br />the projects on which bonds have not been sold. <br />Councilmen Britschgi and Swift left the meeting. <br />Councilmen Werder offered introduction of the ordinance amending the procedure <br />ordinance, seconded by Councilman McNulty. Motion passed unanimously. <br />City Attorney McCarthy reported that after checking on the matter, he was of the <br />opinion that the city could proceed under the Municipal Improvement Act of <br />1913 to acquire the Perry Street Parking Lot. He read resolution of Prelimi- <br />nary determination to acquire the area for the purpose of making it a parking <br />lot. There was considerable discussion as to whether or not 1915 Act Bonds <br />should be provided, Councilman Armstrong being opposed to them. It was 'fin- <br />ally decided, however, that -che city would not be taking a risk to issue 1915 <br />Bonds in such a highly populated district. Councilman'Granger offered reso- <br />lution of preliminary determination to acquire property on Perry Street for <br />the purpose of a parking lot and moved its adoption, seconded by Councilman <br />Werder. On roll call, resolution was adopted with Councilman Britschgi, <br />Swift and Mayor Hilton absent and Mayor pro tem Armstrong voting in the <br />negative. <br />RESOLUTION No. 402 <br />RESOLUTION OF PRELIMINARY DETERMINATION <br />TO ACQUIRE PROPERTY FOR AND ESTABLISH A <br />VEHICLE PARKING DISTRICT, AND TO CON- <br />STRUCT AND MAINTAIN AN OFF-STREET <br />VEHICLE PARKING AREA. <br />RESOLVED by the Council of the City of Redwood City, California, that it <br />does hereby preliminarily determine that public convenience and necessity re- <br />quire, and that it intends to order the following work to be done and improve- <br />ments to be made in and for said City, to -wit: <br />1. To acquire property for and establish a vehicle parking district, and <br />to construct and maintain an off-street vehicle parking area, which is partic- <br />ularly described in Exhibit "A° hereto attached and made a part hereof. <br />2. All of said work and improvements are t,o be constructed at the places <br />and in the particular locations of the forms, sizes, dimensions and materials, <br />and to the lines and grades and elevations as to be shown and delineated upon <br />the plans, profiles and specifications to be made therefor and adopted by the <br />City Council of said City. <br />3. A portion of the Cost of said work and improvements shall be assessed <br />
