water main for a period of one year pending the outcome as to who is to .furnish 245 <br />service to the subdivider permanently. At present, a private company furnishes <br />water in this area but it was doubtful if it would be able to continue. The pro- <br />posal permits the M.. J. King Company use of the water main for one year with the <br />provision that the city can cancel the agreement upon ninety days notice. The agree - <br />went can be extended beyond one year if mutually agreed upon. $1000 would be paid <br />for the license to be refunded less any cost to the city because of using the main <br />I <br />or disconnecting it in the event that the sale is made to someone other.than the <br />M. J. King Company. Signatures of the Canines have already been secure.releasing <br />the city of any liability to furnish water beyond 5th Avenue in accordance with an <br />agreement now on Pile. No refund would be made until all costs had been determined. <br />Councilman Werder moved, seconded by Councilman McNulty, that the City Manager be <br />authorized to execute a lease agreement as recommended by him. Motion passed <br />unanimously. <br />r <br />CITY ATTORNEY CURRIE BELIEVED THE REPORT ON THE 19+7-48 BUDGET was on the agenda in error. <br />It was his opinion that it should not be discussed until the final budget.is pre- <br />pared. It was so agreed. <br />CITY ATTORNEY CURRIE ADVISED IN REGARD TO REVENUE BONDS,for the Water,Department that he <br />i; <br />had been unable to contact anyone who had any information on this subject.. He <br />II <br />stated there was an attorney in the southern part of the state who was an authority <br />I <br />i <br />on it and asked .permission to -contact him. He further stated that no revenue bonds <br />q <br />have been issued for the past seven or eight years. City Manager Blom advised that <br />it appeared that it would be necessaxT to issue general obligation bonds, however, <br />it is going to be necessary to have additional funds before such an issue could be <br />passed. He stated it was necessary to have some funds in the Water Department <br />immediately or stop the work that is planned. City Attorney Currie advised that <br />f <br />it might be possible to vote funds from the million dollar bond issue and City <br />i <br />Manager Blom stated that there were two items which might be deleted from the bond <br />Issue - 05,.000 for extension of street lighting system which would not be needed <br />I <br />if the P. G. & E. purchases the street lighting system, and $16.,000 for a new <br />garbage dump. He suggested that for immediate funds a short term loan might be <br />authorized. Councilman Granger moved, seconded by Councilman Werder, that the <br />matter be carried on the agenda for a report from the City Manager as:to the ways <br />and means of securing immediate funds for the Water Department. Motion passed <br />unanimously. <br />THE CONSTRUCTION PROGRAM AS PRESENTED BY THE ENGINEERING DEPARTMENT was next discussed. <br />+ <br />City Manager Blom advised that it was desired to gain approval of hiring a survey <br />party for the projects listed, the cost of which would be assessed to the assess-• <br />metn districts. Councilman Granger moved the survey party be authorized.: In <br />looking over the report, Councilman Holmquist made the remark that some of the items <br />were a good build up for the Engineering Department and that the city did not have <br />the right to spend any money on the Perry Street Parking Lot. City Manager Blom <br />i <br />advised Councilman Holmquist that the city did have the right to spend the money <br />u <br />a <br />�on the lot in question and that he was referring to the wrong lot. The City Mana- <br />ger further stated that. it was necessary to have the survey party in order to get <br />r <br />several of the projects started. Councilman Granger moved that the Engineering <br />Department to authorized to hire a survey party for field work on the unfinished <br />
