stated he would vote against the motion unless motion stipulated that married 273• <br />women would not be included -in the Civil Service system. Councilman Granger stated <br />i <br />further that he would be in favor of allowing a married woman who is sole support of <br />dependents to come under the Civil Service system. Councilman Werder stated his <br />opinion that married women should be hired if by so doing the City would get better <br />qualified employees, stating further that if the Council repealed the rule at this <br />r <br />time, they could change -back in the -future if and when conditions became normal. <br />i. <br />City Manager Blom explained that he was not recommending this change in order to <br />get temporary employees, but is anxious to get permanent employees which opinion the <br />Board of Review concurs in. Councilman Britschgi stated his opinion that hiring <br />employees on temporary basis would In -the -long run cost the City money and that the <br />fbest type of applicants would not be attracted under such conditions. On roll call, <br />motion failed to carry. Councilman Granger then moved, seconded by. Councilman Holm- <br />quist, that we carry out the recommendation of the City Manager except that married <br />women will not qualify under -Civil Service rules and regulations. Motion carried, <br />Councilmen Britschgi and Werder voting -VO. <br />PETITION SIGNED BY 24 RESIDENTS in the vicinity of Whipple Avenue and El .Camino Real <br />requestipg Council to have traffic signals installed at that intersection ready <br />Clerk was directed to address letter to head9of petition advising that steps had <br />already been taken to accomplish their request. <br />PETITION BEARING 263 SIGNATURES OF FRIENDLY ACRES RESIDENTS asking for immediate <br />annexation was presented, several of the signers appearing.- Councilman Granger <br />explained the present status of the former action to annex the territory. Council- <br />man Britschgi stated he recalled that Council had agreed to meet with the people <br />of Friendly Acres, and if -a majority of the residents still approved, would carry <br />the matter to,a conclusion. Mr. H. B. Hall spoke for the deligation stating that <br />} <br />in circulating the petitions very little opposition was encountered. Mayor Hilton <br />recalled that former annexation proceedings were held up until the City could <br />promise certain improvements, such as fire protection, water street lights, etc. <br />City Manager Blom asked that the present proceedings be held up until he could <br />report back to the next meeting the problems involved, namely water, fire protection, <br />auxiliary fire station and other problems. On motion of Councilman Granger, seconded <br />by Councilman Swift, matter was referred to City Manager Blom and City Attorney <br />Currie to bring back a report at the meeting of October 6th. Motion carried <br />i <br />} unanimously. <br />e■ MR. PAUL TRAVER AND MR. W. E. JUDGE OF REDWOOD VILLAGE presented petition requesting that <br />the Village be zoned First Residential as soon as possible. City Attorney Currie <br />stated matter should be referred to the Planning Commission for their recommendation <br />' in accordance with zoning ordinance. Councilman Granger so moved, seconded by <br />Councilman Werder and carried unanimously. <br />INSPECTION REPORTS ON ANDREW HYNDING PROPERTY, 1032_36 and 1038 Main Street recently dam- <br />aged by fire. Reports of Building Inspector, Fire Department and Health Department <br />Indicate building in very bad state, no foundations, out of line, wiring dangerous, <br />sub -standard plumbing, and generally unfit for habitation or occupancy. In view <br />of the findings as stated, Councilman Werder moved, seconded by Councilman Swift, <br />that necessary steps be taken to commence abatement proceedings. Motion carried <br />unanimously. <br />
