Cit y.Attorney McCarthy expressed the.opinion that Mr. Ryan misapprehended <br />the purpose of the amendment. He stated the proposed amendment has nothing <br />to do with general obligation bonds issued by the city for municipal improve- <br />ments but.has to_do.exclusively with bonds issued for the improvement of <br />districts. He explained that Mr. Ernest Wilson was a member of the firm who <br />was responsible for the enactment of the 1911 and 1915 Bond Acts, and is en- <br />gaged in the specialization.of financing cities and counties in improving their <br />financing by trying to get a more marketable bond. The City Attorney concurred <br />in the recommendation of Mr. Wilson to amend the ordinance to provide for a <br />five per cent call feature. Councilman Granger asked if the League of Calif- <br />ornia Cities had been contacted to see if other cities are enacting such an <br />ordinance. City Attorney McCarthy replied that he had not done so but believed <br />it was a good suggestion. Councilman McNulty moved, seconded by Councilman <br />Swift, filing of affidavit of publication of ordinance amending procedure <br />ordinance No. 333. Motion passed unanimously. <br />Councilman�Granger moved, seconded by Councilman McNulty, that this amendment <br />be submitted to the legal department of the League of California Cities for <br />its recommendation and the ordinance be carried on the agenda for the next <br />meeting. Motion passed unanimously. <br />Application was received from Mr. Fisher of the Golden West Shows for permission <br />to winter four of his rides on a permanent location. The rides consists of <br />a merry-go-round and three other childrens' rides. There are to be no <br />concessions Mr. Fisher would like to operate on Sundays and would take out <br />a license each day for the operation of the rides. City Manager Blom ex- <br />plained there was some doubt as to whether the ordinance permitted the opera - <br />tion of such a business on Sunday. <br />City Manager Blom advised there was a similar application from the McClosky <br />Shows who wish to operate two rides on a similar basis, however, Mrs. MoOlosky <br />indicated the $5.00 a day fee would be prohibitive and had asked if the <br />Council would consider a fee based on gross receipts. The Council indicated <br />it would not consider such a fee inasmuch as the ordinance definitely sets <br />the fee for this business. City Attorney McCarthy referred to the ordinance <br />and advised that according to the ordinance the operation of such rides <br />would be prohibited on Sundays. <br />Councilman Britschgi moved, seconded by Councilman McNulty, that the permit <br />be denied Mr. Fisher insofar as operation on Sunday is concerned and the i <br />permit be granted to him for operation on other days of the week subject to <br />revocation at any time. .Motion passed unanimously. <br />City Clerk Codge read communication from Mrs. Anna Rice advising that she had <br />sold her home at 226 Edgewood Road, and thanking the Council for the consid- <br />eration shown her by allowing her to rent rooms at the above address during <br />the past two years. City Man4ger Blom expressed the opinion that in view <br />of Mrs. Rice's letter, the Council might wish to drop the abatement proceed- <br />ings against the property. Mayor Hilton questioned whether the property <br />might have been sold as a boarding house in which event he did not believe <br />the abatement proceedings should be dropped.
