Motion passed unanimously.
Several residents. from Lincoln Street between Fulton and Hudson Streets appeared
before the Council protesting the manner in which sidewalks were being laid
in that district. The main objection was that no red rook cushion was being
laid. -City Manager Blom advised that the specifications for this project had
been.prepared.by Mr. Edwin Smith who had not provided for a cushion to be
laid. This fact was over looked by the Engineering Department until after the
contract was let for the job. When it was discovered, City Engineer Wilson
contacted the California Paving Company who offered to add the cushion for,a
price of three cents per square foot of sidewalk, however, it was felt there
was no way in which the cost could be assessed against the property due to
the fact that the assessments had already been determined. It was the gen-
eral consensus of the Council that cushions should be added to the job and
that it was the city's responsibility to pay for the additional cost. It
was brought out that the city had always demanded such a cushion under side -
walks in other sidewalks throughout the city and that such a provision
should have been provided in the specifications. Councilman Britschgi moved,
seconded by Councilman Swift, that the City Manager be instructed to contact
the California Paving Company and 'stop the present work and to draw up a
new contract, if necessary, to provide for a cushion of red rook under Ahe
sidewalks for the remainder of the job, the money for this additional work
to come from the general fund. Motion passed unanimously.
Councilman Granger asked to have specifications for sidewalks and street
work submitted to the Council. City Manager Blom advised there had been
no standard specifications on file but that they were slowly being developed.
City Attorney McCarthy presented resolution accepting deed from Howard.Hucke and
wife for property necessary for the opening of Vera Avenue. No consideration
was being paid for the deed. Councilman Granger moved, seconded by Council-
man McNulty, adoption of resolution accepting deed from Howard Hucke and
wife to property necessary for the opening of Vera Avenue. On roll call,
resolution was unanimously adopted with Councilmen Armstrong and Werder
absent.
RESOLUTION No. 404
ACCEPTING DEED FROM HAROLD.L.
