i <br />COUNCILMAN GRANGER STATED THAT ROUGH MINUTES should`be referred to City Attorney for 283 <br />review before Council approval in order.athat any legal aspects might be studied and <br />approved. Members of the Council concurred in this suggestion. <br />COUNCILMAN WERDER OFFERED RESOLUTION AND moved its adoption setting up ('Parking Meter Fund° <br />as recommended by C. G. Uhlenberg in his annual report of examination of accounts. <br />Motion seconded by Councilman Swift, and carried. <br />RESOLUTION No. 510 <br />"PARKING METER FUND." <br />BE IT RESOLVED and it is hereby ordered that the City',Auditor establish a Park- <br />ing Meter Fund in accordance with the recommendation of C. G. Uhlenberg, C. P. A. <br />in his Report on Examination of Accounts, June 30, 1947 as found on Page 19 of his <br />report. <br />1. That a "Parking Meter Fund" be established as of July i, 1947. <br />2. That all collections from parking meters be recorded as a credit of the <br />parking meter fund. <br />3. That expenditures of parking meter funds, excluding payments equal to 50% <br />of collections for purchase of meters be allocated 50% to the Off Street <br />parking funds, 25% for enforcement and 25% for operation, maintenance and <br />repair. <br />4. That the cost of enforcement•, operation, maintenance and repair be reflected <br />in the annual budget of the generai,.fund and accounted for in the general <br />fund and transfers be made from the parking meter fund to the general fund <br />for reimbursement. The amounts transferred should be based upon budget <br />appropriations not to exceed.50% of the anticipated net collections from <br />parking meters. <br />5. That in the event the cost of enforcement, operation and maintenance is less <br />than 50% of the net collections from parking meters, then -the unexpended <br />portion should be transferred to the Off -Street Parking Fund. <br />AYES, an those in favor of the Resolution: Councilmen: BRITSCHGI, GRANGER, HOLMQUIST, <br />SWIFT and WERDER. <br />NOES, and those against the Resolution: Councilmen: NONE <br />ABSENT: Councilmen: Mayor HILTON <br />ATTEST: <br />RALPH S. It was decided to refer <br />this matter to the new City Manager, City Engineer to be prepared to make recom- <br />mendation. <br />COUNCILMAN BRITSCHGI ASKED regarding the present status of the Recreation Building. City <br />Attorney Currie advised that the Oakland firm did not dare to enter into contract <br />due to proposed litigation. Councilman Werder asked if successful bidder would not <br />have to go through with the program, being the successful: bidders. City Attorney <br />f <br />stated he would hesitate to recommend that they be held to the bid under the circum- <br />stances. Councilman Britschgi suggested throwing out all bids, have plans and <br />specifications prepared and reopen for bids. City Attorney concurred with,the idea <br />g <br />
