In view of the fact that expenditure of the above items is restric- <br />ted to the purposes provided by law, we suggest that separate budget <br />accounts be provided with details of appropriations as in the case of other <br />departmental appropriations. This procedure would not necessitate any change <br />in the over-all budget. It would only be necessary to transfer a portion <br />of the appropriations for police, street and other departments to the new <br />departments created for the purpose of accounting for these expenditures. <br />We also suggest that $9,000.00 revenue from parking meters be offset <br />by an appropriation -of the same amount. This revenue item is presumed by <br />us to represent the estimated portion of parking meter revenue allocable <br />to the repair, maintenance, collection and other costs, occasioned by the <br />installation of the meters. We believe these costs should be accounted <br />for separately from regular departmental expenditures. <br />3 - The tentative budget of the Water Department is a statement re- <br />flecting the estimated net income for the year 1947-45. We are of the <br />opinion that the budget of this department should show the anticipated <br />expenditures for capital outlay, in addition to operating expenditures. <br />It should also be prepared in a manner to show the amount of working <br />capital at the beginning of the year, estimated revenues and expenditures <br />for the year and the estimated amount of working capital at the end of <br />the year. <br />4 - In view of the fact that over one fourth of the year has now <br />elapsed, we suggest that the budget, with the exception of the Water <br />Department, be adopted as presented, and that provision be made for the <br />presentation of a resolution requesting transfers of appropriations from <br />existing departments to the department to be established for the accounting <br />for the revenue items previously mentioned. <br />This procedure would avoid further delay in the adoption of a budget <br />and also eliminate the necessity of rewriting the present document. <br />We shall be glad to cooperate with City Officials in the establish- <br />ment of the accounts and procedures necessary to appropriately reflect <br />the expenditures chargeable to these items of restricted revenue. <br />Very truly yours, <br />C. UHLENBERG, CPA <br />Mr. Uhlenberg recommended that the budget, with the exception of the water budget, <br />be adopted as presented, and that provision be made for presentation of a reso- <br />lution requesting transfers of appropriations from existing departments to the <br />department to be established for the accounting for revenue items previously <br />mentioned. Mr. Uhlenberg further offered to cooperate with the City Officials <br />in the establishment of the accounts and procedures necessary to appropriately <br />reflect the expenditures chargeable to these items of restricted revenue. City <br />Attorney also stated there were no legal reasons why the present budget might <br />not be adopted. Councilman Granger offered resolution, seconded by Councilman <br />Britschgi authorizing adoption of the 1947-45 budget in line with Mr. Uhlenberge <br />and Mr. Curries letters referred to above.
