C <br />into this matter. <br />29.E <br />COUNCILMAN HOLMQUIST moved that matter of getting a public address system working in the <br />Council Chambers be referred to the City Manager to secure, if necessary, another <br />contractor to do the work. Councilman Britschgi seconded the motion which carried, <br />Councilman Werder voting NO. <br />COUNCILMAN HOLMQUIST REPORTED THAT THE RETAIL MERCHANTS ASSOCIATION had requested that the <br />City assist in lighting the City for the 'Christmans Season as they had done in the <br />past. Lights were to be turned on -Dec -ember 11th. <br />COUNCILMAN BRITSCHGI INQUIRED as to jurisdiction over trees between curb and sidewalk <br />citing instances where strangers had helped themselves to walnuts and -apparently <br />nothing could be done to stop the practice. City Attorney Currie was of the opinion <br />that agreements could be entered -into with'property owners whereby they would be <br />entitled to fruit or nuts where they were taking care of the trees. <br />ASSESSOR BROPHY ADVISED THE COUNCIL, in•response to question of Councilman Granger that <br />the new seats for the Council Chambers were promised before the end of the year. <br />COUNCILMAN GRANGER SUGGESTED that the members of the Council keep in mind the next elec- <br />tion in April 194E at which time any charter amendments should be submitted to the <br />boters. He also suggested that a study committee be appointed to go into the <br />matter of possible diversion of bond monies, change in charter to allow earlier pre- <br />paration of the budget by the City Manager, or any other matter which should be <br />brought to the attention of the voters. <br />CITY MANAGER ROLISON discussed the recommendation of the City Engineer regarding the first <br />unit of the sewer treatment plant covering fill and construction of Steinberger <br />Street to the sewer plant site. He suggested that the plans include additional <br />territory to be filled, and on motion of Councilman Werder, seconded by Councilman <br />Holmquist, was authorized to prepare necessary plans and specifications and adver- <br />tise for bids. Motion carried. <br />CITY MANAGER ROLISON REPORTED ON RECENT AWARD of bids for trucks and pickups advising <br />that the Water Department wo.uld need a one ton pick-up instead of the half ton truck <br />covered in bid. The additional cost would be approximately $$400.00. Councilman <br />Holmquist moved, seconded by Councilman Werder, that the switch from one half ton to <br />one ton be made at the additional cost. Motion carried. <br />t <br />CITY MANAGER ROLISON DISCUSSED the matter of the gymnasium type building,. suggesting that <br />i <br />City Engineer be authorized to prepare.or obtain plans and specifications for a <br />price not to exceed $2,000, engineers to consult with Recreation Commission.members. <br />i` <br />( <br />On motion of Councilman B•_itschgi, seconded by Councilman Werder, suggestion approved. <br />Motion carried. ' <br />r <br />CITY ATTORNEY CURRIE REPORTED that he had received a letter from Van-Bokkelen-Cole'Company's <br />attorney, Arch MacDonald advising that they were in accord with Council action re-. <br />jecting all bids on the construction of ghmnasium type building. On motion of Coun- <br />cilman Britschgi, seconded by Councilman Swift, .City Clerk was directed to return <br />j t <br />bid bonds to all bidders. Motion carried. <br />'( <br />AUDITOR BROPHY REPORTED to the Council receipt of details of new Retirement Plan.explain- <br />'t <br />ing that matter had been discussed by the Employees Association but that no action <br />had been taken to date. He stated he desired the Council to know of the activity, <br />and stated further that full report would be made at -a later date. <br />Claims Nos. 2395 to 2490 totaling $$46,222.18 were ordered paid on motion of Councilmen <br />
