31 <br />MINUTES OF REGULAR MEETIN <br />REDWOOD CITY COUNCIL <br />NOVEMBER 4, 1946 <br />8:00 P. M. <br />On roll call the following were present: Councilmen Carl Britschgi, Floyd D. <br />Granger, George W. McNulty, Arthur V. Swift, Mayor W. W. Hilton and City <br />Clerk R. S. Dodge. Also present were: City Manager E. W. Blom, City Attor- <br />ney Paul A. MoGarthy, City Engineer Don S. Wilson, Police Chief 0.1. Collins <br />Building Inspector L. M. Duncan, Fire Chief J. L. Lode and Street Superinten- <br />dent H. L. Winter. <br />It was explained by Mayor Hilton that Councilman Armstrong was absent due to ill- <br />ness and it was also brought out that Councilman Werder was absent due to the <br />illness of Mrs. Werder. Councilman Granger moved, seconded by .Councilman <br />Swift, that the minutes show tnat•Councilman Armstrong was absent due to ill- <br />ness and Councilman Werder due to the illnes of his wife. Motion passed <br />unanimously. <br />Councilman Granger moved, seconded by Councilman McNulty, that the minutes of the <br />regular meeting of October 21st and the adjourned meeting of October 29th <br />be approved as mailed. Motion passed unanimously. <br />i <br />Communication was received from C. G. Unlenber Auditor, who has been submitting <br />� g� � ng <br />monthly reports of city funds directly to the Council. It was suggested that, <br />i <br />s. quarterly reports of a more complete nature be made instead of the condensed <br />monthly reports, Councilman Granger expressed the opinion that there was no <br />I� further need for monthly reports and moved, seconded by Councilman Swift, con- <br />currence with the auditor's recommendations, 1. e., quarterly reports to re- <br />place the monthly ones previously submitted. Motion passed unanimously, <br />Communication was received from City Manager E. W. Blom advising that the Woman <br />Welfare Worker, Mrs. Lois B. Page, had requested a year's leave'of absence <br />beginning April 19 1947. He explained that he had advised her that this <br />;f• <br />i position was to be discontinued due to the fact that there was a certain <br />amount of duplication of service provided by the County Welfare Department. <br />It was his recommendation that the <br />position of Woman Welfare Worker be <br />discon-tinued effective April 1, 1947, and that a year's leave of absence be granted <br />. Mrs. Page with the under -standing that it will be effective only if the posi- <br />tion is recreated. Councilman Granger moved the recommendation of the City <br />ai Manager be accepted. Councilman Britschgi, however, did not believe the <br />I <br />Position should be allowed to continue until April and suggested that the <br />position be terminated•as quickly as possible and Mrs. Page transferred to <br />some other department until April, which opinion was shared by Mayor Hilton. <br />Councilman Granger withdrew his motion and moved that the position of Woman <br />Welfare Worker be terminated as soon as possible and the employee transferred <br />to some other department until April at which time consideration will be <br />given to her request for a year's leave of absence. The motion was seconded <br />j by Councilman Britschgi and passed unanimously. <br />i <br />a Petition for a street light on Hancock and Charter Streets containing fourteen <br />signatures was received, City Manager Blom advised that previous requests <br />
