He 303 further stated that another charge of $5.68 for mowing and burning on Lots 3, 4, 5 and 6 of Block 7, Range E. was unjustified, since he had given permission to Mr. Charles Archibald to mow the grass on the a Bove described lots. The City did burn the lot thereafter however. No representative of the City did at any time during 1947 mow the grass on this property. Mr. Pontow substantiated Mr. Robb's statements, and recom- mended that the charge of 04.50 be�cancelled, and that the charge of $5.65 be reduced by one-half. Councilman Britschgi remarked that he would like to see the City Manager investigate the Weed Abatement program thoroughly, since in his opinion funds we`re being expended for this labor, whereas he believed the same work could be done by persons desiring the hay in lieu of payment for the labor. Councilman Werder moved that the recommendation of Mr: Pontwo be accepts: that the charge of $4.50 be stricken from the tax roll, and that the charge of $5.65 be reduced to $4.34. Seconded by Councilman Swift, and carried. INCREASE IN WATER RATES: Letter from City Manager Rolison setting forth reasons making increase in water rates and connection charges imperative, was read and discussed. Protests were registered by Louis Weiss, who objected to the paragraph fixing the. method by which subdividers would be repaid over a period of years for their Invest- ment in water mains and hydrants, etc. Mr. Stewart Campbell registered strong pro- test to any increase in the water rates, claiming present'service was entirely in- adequate, and that additional charges were not justified. It was pointed out for the benefit of the taxpayer's present, that an increase of 15% in the rates charged II' to the City of Redwood City has been in effect for some time, but that no compen- sating increase has ever been passed along to the taxpayer's to meet this added �. expense upon the Water Department. Louis Behrens also registered protest against any I increase in rates, and criticized the water service on Edgewood Road. City Manager Rolison replied that if the City of Redwood City is to make any Capital Improvements in the water system and to maintain the system as it should be, an t. increase of 10% is the minimpm required to produce sufficient revenue for these pur- poses. Mr. Campbell then suggested a bond issue to take care of all needed expansion and improvements in the water system. The entire question was referred to the City Manager for his further study and action. i CITY MANAGER ROLISON REPORTED THAT.the matter of the P. G. & E. claim for $25.20 against Mr. G. B. Miller for damages to the Company's property, has been taken care of by him in a manner that relieves the City of the indebtedness involved. AMUSEMENT LICENSE ORDINANCE. City Attorney,Currie asked that this matter be carried on 1 the agenda. PUBLIC HEARING - KENSINGTON SQUARE ANNEXATION. Acting Mayor Granger announced that this was the time fon protests, if any. City Clerk stated no written protests had been received on either North or South Kensington Square annexations. Councilman Werder moved filing of affidavit of publication of Resolution No. 51setting December 30th, 1947 as the date of a special election for annexation of North Kensington Square. Councilman Holmquist seconded the motion which carried. Councilman Werder then moved, �Iadoption of Resolution 515, seconded by Councilman McNulty. Motion.carried on roll call. A motion to file affidavit of publication of Resolution No -519 setting Decem- ber 30th, 1947 as the date for special election for annexation of South Kensington kir Square was offered by Councilman Werder, seconded by Councilman McNulty and carried.
