40 Y <br />Bond-,•Aot of 1915s the last installment of which bonds shall mature five (5) <br />years from the second -day of July next succeeding ten (10) months from their <br />date. <br />SECTION 9. Except as hereinotherwise provided for the issuance of bonds, <br />all the, above works, utility and improvements shall be constructed and done <br />pursuant to provisions of the Municipal Improvement Act of 1913, Statutes of <br />1913, page 421,•Deering Act 5215, as last amended by the Statutes of California: <br />SECTION 10. Said proposed works, utility and improvements are hereby <br />referred to Don S. Wilson as City Engineer of said City, he being a competent <br />person for that purpose and said Engineer is hereby directed to make and file <br />with the City Clerk of said City, a report in writing presenting the following: <br />a. Plane and Specifications of the proposed works, utility and improve- <br />ments to be made pursuant to this resolution. <br />b. An estimate of the cost of said works, utility and improvements and <br />of the cost of the land to be acquired and of the incidental expenses <br />in connection therewith. <br />c. A diagram showing the assessment district above referred to and also <br />the boundaries and dimensions of the respective subdivisions of land <br />within said district as the same existed at the time of t4q,.,ptassage <br />of this resolution, each of which subdivision shall be given a <br />separate number upon said diagram. <br />d. A proposed assessment of the total amount of the cost and expenses <br />of the proposed works, utility and improvements upon the several <br />subdivisions of land in said district in proportion to the estimated <br />benefits to be received by such subdivisions respectively from said <br />utility, works and improvements. ` <br />The above and foregoing Resolution Was passed and adopted by the City <br />Council of the City of Redwood City at a regular meeting thereof held on the <br />4th day of November, 1946, by the following vote: <br />AYES, and in favor of the passage and adoption of the foregoing Resolu- <br />tion: Councilmen: BRITSCHGI, GRANGER, MoNULTY, SWIFT and Mayor HILTON. <br />NOES: Councilmen: NONE ' <br />ABSENT: Councilmen: ARMSTRONG and WERDER <br />W, W. HILTON <br />Mayor of the City of Redwood City <br />City Attorney McCarthy advised that he had written to Mr. Carpenter of the League <br />of.California Cities for an opinion in regard to the proposed amendment of <br />the Procedure Code Ordinance and as yet had not had a reply. The matter was <br />carried on the agenda. <br />City Manager Blom advised that at the second meeting in August the Council had <br />taken action to revoke the permit issued to George Ipsen for the operation <br />of a rest home on Heller Street because he had not secured the necessary <br />county and state permits. He read letter which City Clerk Dodge had written <br />to Mr. Ipsen advising him of the Councills action. Mr. Ipsen has not complied <br />r <br />with the instructions of the Council and is still operating his home. Mr. <br />Blom also read an excerpt from Police Sergeant Douglass' daily report which <br />stated that after City Attorney McCarthy had advised Mr. Ipsen to discontinue <br />operation of his home and had secured his promise that he would do so, he <br />had continued to operate the home. City Attorney McCarthy recommended that a <br />citation be issued by the Police Judge ordering Mr. Ipsen•to show cause why <br />
