1 <br />it is.necessary to reassign the work <br />He believedthe positions of City Auditor 5f <br />and Treasurer should be split,, although, he wanted it made a matter of record <br />that he was in no way criticizing the incumbent, R. S. Dodge, but that his <br />duties were too much for one man. He recommended that the Council give con- <br />sideration to the following arrangement of positions: City Collector be estab- <br />lished as a separate position and the positions of Assessor and Auditor com- <br />bined. This arrangement would give, a proper system of check and balance. He <br />recommended that if the recommendation is received favorably by the Council <br />that the change be made effective January 1, 1947. Under the Charter, the City <br />Manager appoints the City Clerk and the Council.appoints the City Auditor, <br />It was his opinion that this should be reversed but it would take an amendment <br />to.the Charter. He stated he was making no change in his appointment of <br />City Clerk. <br />Councilman Granger questioned the fact that San Carlos had a center traffic light <br />and the State Department had rejected our request for one. City Manager Blom <br />advised that the State Department had insisted that the city remodel the present <br />installation to the most modern one. The signals are not properly placed., <br />If this was done, the State would consider our request. <br />Councilman Granger asked if the Fire Inspector was carrying out, the wishes of the <br />Council in regar4.to requiring all electrical equipment sold in the city to <br />'bear the Underwriter's stamp. With the Christmas season coming on, he believed <br />it was important that this rule be enforced. City Manager Blom advised that <br />he had met with the Fire Inspector and Fire Captain last week and that in <br />their inspection of residences some equipment had been found that did not bear <br />the Underwriters' stamp but that there was no way to enforce that provision. <br />The mercnante, however, are very cooperative in this respect. <br />Councilman Granger stated that some years ago it had been suggested that the County <br />Planning Commission employ some one to coordinate planning of the various <br />cities in the county. He believed this recommendation should be again made to <br />the County. City Attorney McCarthy suggested the request be presented to the <br />League of California Cities and nave the recommendation come from them. Coun- <br />oilman Granger.moved, seconded by Councilman Armstrong, that the matter be <br />referred to the League of California Cities for general discussion at their <br />next meeting. Motion passed unanimously, <br />Councilman McNulty asked if there was any time limit provided to complete a founda- <br />tion of a house moved from one section of town to another and cited a specific <br />case. Assistant Building Inspector Sreiss reported that in this case the <br />house had been set within the setback line and it will be necessary to move the <br />house back. For that reason the foundation has not been completed. City <br />Attorney McCarthy advised that a building permit requires action to be taken <br />within sixty days but that if it is not the permit merely expires. He did not <br />believe there was any provision in the ordinance governing the time a founda- <br />tion must be completed in such cases as mentioned above. <br />Councilman McNulty asked the status of the lot sold to Mr. DeGeller in the Lenolt <br />Tract. City Attorney McCarthy advised that H. H. Weiner is expected to put up <br />$81 toward meeting the Councills request of $b81 for rescinding the sale. of <br />
