City'Manager Blom replied that the stand was licensed by the Building <br />Inspector. It is a stucco building which meets the requirements of the fire <br />zone., The stand is there on a short term lease., Councilman Britschgi was not <br />satisfied that it met the�.requirements of this district and asked that.the <br />,matter be placed on.the agenda. <br />Claims No..481 to 54Z inclusive and No. 544 and 545 in the amount of $27.974.03 <br />were approved and ordered paid on motion of Councilman McNulty, seconded by <br />Councilman Britschgi. M. <br />On roll call the following were present: Councilmen:C. C. Armstrong, Carl A. <br />Britschgi, Floyd D. Granger, George W. McNulty, Arthur V Swift, William W. <br />Werder, Mayor W. W. Hilton and City Clerk R. S. Dodge. Also present were: <br />City Manager E. W. Blom, City Attorney Paul A. McCarthy, Building Inspector <br />.L. M. Dunoan,<Police Chief C. L. Collins, City Engineer Don S. Wilson, Street <br />Superintendent H. L. Winter. <br />Councilman Werder moved, seconded by Councilman Armstrong, that the minutes of the <br />previous meeting be approved as mailed. Motion passed unanimously. <br />Communication was received from the Peninsula Division of the League of California <br />Cities advising of dinner meeting on December 11, 1946. Those planning to <br />attend so signified. <br />Communication was received from Camilla Stafford Payne, Mrs. Noah Payne, express- <br />ing appreciation for floral spray sent by city officials at the time of the <br />death of her mother, Mrs. Daniel Stafford. Communication was ordered filed. <br />Communication was received from Paul A. McCarthy., City Attorney, in regard to the <br />George W. Ipsen Happy Hours Rest Home, He advised that a citation had been <br />E - <br />issued by Judge Thorpe to Mr. Ipsen ordering him to show cause why a warrant <br />should not be issued charging him with a misdeamor; violation of Zoning Ordi- <br />nance No. 460, continuing to operate a convalescent home without, a license <br />,from the state and after revocation of permit issued by the Council. A <br />hearing had been held at which time Mr. Ipsen stated that, in addition to his <br />wife's mother and two boarders who do not requiremedical care, he had one <br />senile woman whose daughter placed her there and has refused to move her. <br />The property is up for sale but not as a rest home and it was expected that <br />a sale would be consummated within two weeks. The City Attorney had agreed <br />.to a postponement upon the court's accepting assurance of Mr. Ipsen that <br />
