The consensus of the Council was that it would be advisable <br />R <br />to wait until a clear title was obtained before transferring the money and <br />Councilman Armstrong moved, seconded by Councilman Werder, that the letter of <br />the City Treasurer be held in abeyance and the City Attorney be asked to in- <br />stitute at his early convenience a McEnerney Suit to acquire a clear title <br />to the property in question at which time the requested transfer of funds will <br />be made. Motion passed unanimously. <br />Bids .for the sale of.bonds of not less than.,$28,000 nor more than 31,000, issued <br />pursuant to the Improvement Act of 1911 of the State of California and Resolu- <br />tion of Intention No. 1946-1 of the City ,of Redwood City were received. The <br />only bid was from Hannaford and Talbot in the amount of 100% of the face value <br />plus a premium of $1.35. per $1000 face value of bonds, with an interest rate <br />of 5% per annum plus accrued interest to date of delivery.- Councilman Arm- <br />strong moved, seconded by Councilman Britschgi, 'that the bid of Hannaford apd <br />I <br />Talbot be accepted in accordance with the terms outlined. Under the question, <br />Councilman Granger asked for the City Attorneys opinion,of the bid. City <br />Attorney McCarthy advised it was in order. Motion passed unanimously. <br />Mr. Belden S. Gardner, representing Hannaford and Talbot, addressed the Coun- <br />oil and urged them to reconsider their'recent decision in regard to making <br />bonds under the 1911 Act callable at 5%'penalty. He stated that unless this <br />feature was included in the notice of sale he did not believe his company <br />would bid on any future bonds. He stated the present notice of sale did not <br />allow enough margin of profit for the rist involved. <br />Communication wasreceived from Gene DeWree, Sequoia Union High School student, <br />requesting on behalf of a group of teen-agers a.youth center where the young <br />people of -the city can meet and hold their activities. After some discussion, <br />it was decided that the proper group to handle this matter was the Recreation <br />Commission. Both Councilman Britschgi and Councilman Werder expressed the <br />opinion that there was a definite need for such a center. Councilman Werder <br />moved, seconded by Councilman Granger, that the matter. be referred to the <br />Recreation Commission with the request that a recommendation be made to the <br />Council at the next meeting. Under the question, Councilman Granger asked <br />if there were any limitations as to how the bond money for recreation must <br />be spent. City Manager Blom advised that there,were certain limitations. <br />Certain sums have been allocated for specific park areas and projects within <br />those.areas. He believed it would be possible to provide in the Community <br />Park Center a building such as the high school group requested. He did not <br />know, however, where funds would come from for a temporary structure. Coun- <br />cilman Britschgi believed something should be done immediately and agreed to <br />referring the matter to the Recreation Commission if immediate action were <br />-taken. The mation passed unanimously. <br />A Mr. Brooks of the United Sign Company appeared before the Council requesting <br />permission to erect a display sign at 1416 Main Street.
