56 <br />classes at the Women's Club House, <br />The Clerk advised there were no.written <br />protests. 'No.protests were heard.from the floor. Councilman Granger moved, <br />seconded by Councilman Swift, that the application of Virginia G. Ritschy <br />to conduct dancing school at the Redwood City Women's Club on Clinton Street <br />two days each week be granted. Motion passed unanimously: <br />City Attorney McCarthy reported the.t his interpretation of the ordinance <br />governing dancing schools in the second residential district called for a <br />public hearing .on each separate application, Councilman Britschgi.asked the <br />status of the school which is supposedly operating at the Women's Club with- <br />out..a permit. City Attorney McCarthy advised that it would be necessary for <br />an application for a permit to be submitted. Councilman Granger moved, sec- <br />onded by Councilman McNulty, that.the school be instructed to make applica- <br />tion for a permit to conduct a dancing school before.the next meeting. <br />Motion passed unanimouly. <br />This was the time set for public hearing on rezoning Block 4, Range C, Mezesville. <br />There were no.,protestants. City Attorney McCarthy advised that proper <br />notification of the proposed change had been made. Councilman Armstrong moved, <br />seconded by Councilman McNulty, filing of affidavits of publication of notice <br />,.of public hearing in the matter of rezoning Block 4, Range C, Mezesville; and <br />publication of ordinance rezoning Block 4, Range C, Mezesville, Motion <br />al. . passed unanimously. <br />Councilman Werder moved, seconded by Councilman Britschgi, adoption of ordinance <br />rezoning Block 4, Range C. Mezesville. On roll call, ordinance was unani- "F <br />mously adopted. !t <br />City Manager Blom advised that Mr. Ernest Wilson had called him on the telephone <br />and advised he had been unable to get a proposal in shape for this meeting <br />in regard to -the purchase of bonds for Redwood Terrace No. 1 and requested <br />that action be deferred,.until the next meet.ing,_of the Council on the awarding <br />of bids for improvements, Mr. Wilson said he had talked with Mr. L. C. <br />Smith who was agreeable to allowing the bid to remain until that time. <br />Councilman Granger moved, seconded by Councilman McNulty, that the matter be <br />carried on the agenda. Motion passed unanimously. <br />I <br />City Clerk Dodge presented several petitions and a letter from the Council of <br />Social Agencies protesting the abolishment of the office of Woman Welfare <br />Worker. Mayor Hilton expressed the opinion that he objected to government <br />by petition and asked.what organizations had circulated the petitions. They <br />were not identified with any organization. There was some discussion in <br />regard to the matter, the consensus of the Council being that there was a <br />misunderstanding on the part of the public as to•what the position was origi- <br />nally interLded to accomplish. Two members of the local P. T. A. appeared1' <br />and said that the petitions had been circulated by members of the P. T. A. <br />but only as individuals and not as representing the organization. Council- <br />man Werder moved, -seconded by Councilman Armstrong, that the matter be <br />placed on the agenda for the next meeting.before which time the City Manager <br />_meet with Superintendent of Schools Andrew Spinas and Superintendent Argo <br />of the high school for the purpose.of studying the need of a welfare department <br />
