He stated he had <br />made hie, recommendation that the position of woman welfare worker be abolished <br />and felt he was fully justified in having done so but that if consideration is <br />going to be given to establishing a welfare department, he beleved 11%"'.`Council <br />should be the ones to decide that issue. Councilman Werder agreed with City <br />Manager Blom that the matter was one that the whole Council should consider and, <br />with the permission of the second, changed his motion so that the Council, City <br />Manager and City Attorney meet with represeritatl:Ves of the schools to etudy''the <br />matter of establishing a welfare department. Under the question, Councilman <br />Britschgi suggested that the local P.T.A.-and similar groups contact either Mr. <br />Argo or Mr. Spinas of the school system with their suggestions. Motion passed <br />unanimously. <br />City Attorney McCarthy advised that in the publication of the ordinance providing for <br />parking meters in Redwood City there was a correction in the wording in Section <br />12 in the sentence pertaining to the return of envelopes; .i. e., the "should" <br />should be "shall". He advised that this correction would not invalidate the <br />publication. Councilman Werder moved, seconded by Councilman McNulty, filing of <br />the affidavit of publication of ordinance governing parking meters. Motion <br />passed unanimously. <br />Councilman Armstrong offered adoption of ordinance governing parking meters, seconded <br />by Councilman McNulty. On roll call, ordinance was adopted with Councilman <br />Britschgi voting in the negative. <br />City Attorney McCarthy presented ordinance he had prepared amending ordinance govern - <br />Ing double parking and providing for the abolishment of parking on California <br />and Perry Streets. Councilman Werder asked if this phase had been considered by <br />the Master Planners. City Manager Blom advised that the'Master Planners in <br />their recommendation regarding parking meters had included the recommendation of <br />no parking on the above named streets. � There was considerable discussion as to <br />whether or not any live parking should be allowed. Councilman Granger moved, <br />seconded by Councilman Britschgi, that the matter be carried on the agenda until <br />the next meeting and the proper authorities be instructed to gather information <br />.from other cities as to how they are handling the matter of double and'live <br />parking. Motion passed unanimously. <br />City Manager Blom advised that members of the Health Department had made an inspection <br />of the Williamson Fertilizer Plant and found that it was locked and vacated and a <br />"for sale" sign on the premises. Through the window, it appeared that the plant <br />was clear of any raw manure. There were some sacks of finished material on the <br />floor. It was the opinion of City "tanager Blom that the matter should be carried <br />on the agenda until such time as Mr. Williamson goes out of business or carries <br />out the instructions of the Council not.to bring in more raw material per day than <br />he can process in the same day. He also believed that if the plant was sold the <br />new purchaser should be required to appear before the Council for a permit. <br />Councilman Granger asked if it would be in order for the Council to refuse to <br />issue a new permit for this type of business at this location., City Attorney <br />
