Both <br />owners of the Reno Club appeared and stated that the odor was still bad and re- <br />quested that no new fertilizer plant be allowed in this location. Councilman <br />Werder moved, seconded by Councilman Swift, that the permit granted by the <br />Council to Mr. Williamson for a fertilizer plant be revoked. Motion passed <br />unanimously. Councilman Granger suggested that Mr. Williamson be informed that <br />if the property is sold the purchaser be informed that fertilizer plants are <br />prohibited at that location unless the Council grants a permit. <br />Mr. Harold Sanders appeared before the Council and stated that sawdust from the <br />Hess Lumber Company was ruining his equipment. Councilman Werder moved, see- <br />�= t <br />onded by Councilman Britschgi, that the proper authorities be instructed to <br />investigate the complaint of the protestant and a report be had at the next <br />meeting. Motion passed unanimously. <br />City Manager Blom reported that the proprietor of the vegetable stand located:on <br />E1 Camino Real between Nipa Hut and Darrell's Auto Shop and which is in <br />violation of the zoning ordinance for that fire district had agreed to remove <br />the stand. The matter was carried on the agenda. <br />City Attorney McCarthy advised that the petition to annex the Alden Subdivision had <br />not been received and the matter was carried on the agenda. <br />Appointment of city auditor was next discussed. Cbuncilman.Granger and Mayor <br />Hilton indicated they were not ready to make a decision in the matter and <br />suggested that it be carried on the agenda. City Manager Blom stated that, ifKill possible, he would like the Council to make a decision inasmuch as if his recom- <br />mendation was approved the change in positions should be made on January 1, 1947. <br />It was the opinion of Councilmen Armstrong, Britschgi and Werder that the <br />recommendation was very worthwhile and should be accepted, Councilman Armstrong <br />stating that he did not believe the positions as now incorporated was advisable. <br />Councilman Granger asked if the City Manager planned to create a department <br />head out of the position of City Collector. City Manager Blom replied that <br />he did, that the position would be a responsible one. In regard to the salary <br />to be paid for the position, he recommended 0375 for auditor and assessor and <br />$325 -to $350 for City Collector. Councilman Werder moved, seconded by Coun- <br />cilman Armstrong, that the recommendation of the City Manager accepted; i.e, <br />that the positions of City Clerk and Treasurer be combined, City Assessor ami <br />Auditor be conbined and a new position of City Collector be created; the <br />Ell: <br />appointment of John J. Brophy to the position of auditor to conform to the <br />City Manager's appointment to assessor; and that the salary of the City Col- <br />lector would be included in the personnel system. City Manager Blom replied <br />that it would be, but that he intended to make a temporary appointment to the <br />position before holding an examination. Councilman Granger believed that the <br />Board of Review should study and recommend specifications and salary for this <br />position. It was agreed that these matters would be referred to the Board of <br />Review.
