Randlett, civil.engineer, on behalf of David <br />Holder, requesting an extension of 90 days to plant the row of acacia trees <br />along the ditch bank in Hudson Park due to the fact that construction work is <br />now in progress and it was felt the trees would be damaged. Councilman Werder <br />moved, seconded by Councilman Britschgi, that the request of an extension of <br />90 days be granted to Mr. Holder to plant the acacia trees along Hudson Park. <br />City Manager Blom suggested that a calendar time be granted instead of a <br />period of days. Councilman Werder, with the consent of the second, changed <br />his motion to read that an extension of time be granted to March 1, 19+71 <br />to plant the trees. It was the opinion of Mayor pro tem <br />Armstrong that the matter should be referred to the Planning Commission and a <br />public hearing held by them. City Manager Blom advised that either the Council <br />or the Planning Commission could hear the protests. Councilman Britschgi moved, <br />seconded by Councilman McNulty, that the matter be referred to the Planning <br />Commission. Under the question, Councilman Werder believed the Council should <br />hold the hearing due to the fact that the Council met before the Planning Com- <br />mission. Councilman Britschgi amended his motion to hold the hearing before <br />the Council due to the fact that the Council met eight days sooner than the <br />Plannine• Commission and that hearings on future applications be held before the <br />Council if the Council meeting was scheduled before that of the Planning <br />Commission, seconded by Councilman McNulty.
