M. <br />M <br />Councilman Werder, being of the opinion, that no decision could be reached at this <br />66 <br />time, moved that the matter be -placed on the,agenda with the recommendation on <br />the part of the,Council that all interested groups be invited to appear and air <br />their view on the matter of the A.V.C. meeting in the Veterans' Building. Council- <br />man Granger expressed the opinion that the control of the building had been in <br />the hands of the United Veterans' Council for over a period of many years and he <br />believed they should be the ones who should decide whether the A.V.C. met in the <br />building. Councilman Werder's motion was lost for want of a second. Council- <br />man Granger moved, seconded by Councilman McNulty, that the United Veterans' <br />Council be advised that a regnest has come before the Council to allow the A.V.C. <br />to use the Veterans' Building and the matter has been referred to them for re- <br />port back to the Council. Under the question, Councilman Britschgi asked to be <br />excused from the voting inasmuch as he was not a veteran and had not been on <br />the Council when the building was turned over to the United Veterans' Council. <br />The motion passed with Councilman Britschgi not voting. <br />Communication was received from the Parks and Recreation Commission recommending <br />sites for the establishment of a teen-age canteen. 1. California Square with <br />a Butler -type building to be erected. 2. Rental of the Behrens estate at <br />Jefferson and Broadway to be rented. There was some discussion as to where the <br />money would come from to erect a building. In the 1944 Bond Fund, specific <br />improvements were noted for California Square and City Attorney McCarthy was <br />undecided as to whether the bond funds could be used for a Butler type building. <br />It was decided to appoint a committee to study the Butler type of building and <br />the possibility of renting either the Behrens estate or the Old Library Building. <br />Councilman Britschgi moved, seconded by Councilman Swift, that the Mayor appoint <br />a committee of three councilmen, the City Manager, and two members of the Park <br />and Recreation Commission to investigate the possibility of a Butler type <br />building'in California Square and of renting either the Behrens estate or the Old <br />Library Building and report back with a possible final decision at the meeting of <br />January 6. Under the question, two high school students spoke, Gene DeWree and <br />James Brown, who stated they were anxious to have a site designated and they <br />believed that the details of financing the building and furnishing of the canteen <br />could be worked out by donation and help from the teen-ager's parents. They asked <br />to be represented on the committee. Councilman Britschgi amended his motion with <br />the consent of the second to include two members of the teen-agers. Motion <br />passed unanimously. <br />Mayor Armstrong appolnted,Councilmen Britschgi, Werder and Swift; Recreation Com- <br />missioners Ross and Poole; City Manager Blom and the teenagers representatives, <br />James Brown and Gene DeWree. <br />Councilman Britschgi reported that the committee appointed to inspect the Ford Factory <br />Prefabricated Houses had visited the plant at Oakland and it was the committee's <br />opinion that it was too early for that type of construction in the city. The <br />committee also did not approve of the fact that there was only one plan for the <br />houses. As chairman of the committee, Councilman Britschgi moved, seconded by <br />Councilman Werder, that the request by the Ford Prefabricated Houses to erect <br />prefabricated houses in Redwood City be denied without prejudice until it can be <br />11 <br />
