Councilman Warder moved, seconded by Councilman <br />77 <br />Britschgi, that the. recommendation of the City Manager and the Board of Review.be accepted. <br />Motion passed unanimously. <br />Communication was received from the United Veterans' Council in regard to the request received from <br />the American Veterans' Committee for use of the Veterans' Building for meeting. The Council ad- <br />vised that the building had no available nights and that they refused all but entirely veteran <br />Ii organizations. <br />Mr. Earle Thomas, member of the A.V.C., stated that his organization did allow members of the <br />merchant Marine to join but he did not believe that should disqualify the A.V.C. from using the <br />I <br />Veterans, Building. He asked for a legal opinion as to whether.the.City Council had the authority <br />to render the administration of the Veterans' Building which is tax free and the deed to which <br />is in the name of the city to the Veterans' Council. Councilman Granger expressed the opinion <br />that the United Veterans' Council was within its rights when it refused the use of the building <br />to the A.V.C. and moved the recommendation of the United Veterans' Council be accepted, seconded <br />by Councilman Britschgi. Motion passed unanimously. It was agreed that the City Attorney would <br />render an opinion as to whether the City Council could legally turn the administration of the <br />Veterans, Building over to the United Veterans, Council. <br />The Mayor called for verbal protests against the annexation,of Redwood Village to the City of Redwood <br />City. There were no verbal protests. The Clerk was asked for any written protests and advised <br />there were none. Councilman Armstrong moved, seconded by Councilman McNulty, filing of affidavit <br />of publication of Resolution of Intention No. 411. Motion passed unanimously. <br />City Clerk Dodge advised that he had checked the signatures on the petition. Out of 78 signa- <br />tures, 56 had registered in time to sign the petition. There are 101 registered voters in the <br />district. <br />Councilman McNulty moved, seconded by Councilman Armstrong, that the minutes show that there were <br />no written or verbal protests made to the annexation of Redwood Village to the City of Redwood <br />City. Motion passed unanimously. <br />City Manager Blom reported that following the meeting of the residents of Redwood Village, Mr. <br />Paul Traver had sent out a letter to all non-resident owners of property in Redwood Village and <br />enclosed with the letter an addressed postcard. Out of 68 letters and cards sent, 41 repliea <br />had been received of which 40 were favorable to the annexation. Mr. Blom also reported that Mr. <br />Frank Ingersoll, attorney for Conway and Culligan, had advised him that in view of the almost <br />unanimous choice of the people for annexation and also because the City Council had assured <br />them that they do not plan to rezone the property fronting on Middlefield Road in Redwood Village, <br />Conway and Culligan were ready to withdraw their objection to the annexation. <br />City Manager Blom advised that he had obligated the city in connection with the ureter supply to <br />� I <br />new houses on Charter Street and Douglas Avenue. Conway and Culligan have a contract with the <br />California Water Service Company and Mr. Blom had agreed with that company to install the above <br />connections if the annexation seemed assured. He asked to be authorized to place an order for <br />-� the necessary materials to put in the tees and hydrant connections in the tract so that it will be <br />available and to provide water service on Charter Street and Douglass Avenue for the new homes. <br />Councilman Armstrong moved, seconded by Councilman Britschgi, that the City Manager be authorized <br />to place an order for the necessary materials to furnish fire and water service to the:area as <br />requested. Under the question, Councilman Werder asked in the event the annexation was defeated <br />if the city would have any use for the material. City Manager Blom replied that it would, that <br />i <br />it is standard material and could probably be used within the coming year. Motion passed <br />unanimously. <br />
