94 ..., E <br />MINUTES OF REGULAR MEETING <br />REDWOOD CITY COUNCIL <br />January 20, 1947 <br />8:00 P. M. <br />On roll call the following were present: Councilmen•C. C. Armstrong, Carl'A. Brit- <br />schgi, Floyd D. Granger, George W. McNulty, Arthur V. Swift, Mayor W. W. Hilton, <br />City Clerk R. S. Dodge. Also present were: City Manager E. W. Blom, City <br />Attorney Paul A. McCarthy, Police Chief C. L. Collins, Building Inspector L. M. <br />Duncan, City Collector Paul E. Perrin, Auditor and Assessor John J. Brophy, Street <br />Superintendent H. L. Winter and Acting City Engineer R. E. Pontow, Fire Chief <br />J. L. Lodi. Absent: Councilman William M. Werder. Mayor Hilton advised Coun- <br />oilman Werder was absent due to illness. <br />Councilman Armstrong moved, seconded by Councilman Britschgi, that the minutes of the <br />meeting of January b, 1947, and the adjourned meetipg of January 13, 1947, be <br />approved as mailed. Motion passed unanimously. <br />Communication was received from the Parent -Teachers' Association of the Lincoln School <br />asking for continuous trained supervision at the new Teen Age Center. City Man- <br />ager Blom explained that there was to be continuous adult supervision on a vol- <br />untary basis. Councilman Armstrong moved, seconded by Councilman McNulty, that <br />the City Clerk be instructed to acknowledge the communication advising that the <br />present plans for the operation of the Teen -Age Center calls for continuous adult <br />supervision on a voluntary basis and that the Council is inclined to-aD.oept that <br />method of operation until it proves unsatisfactory. Motion passed unanimously. <br />Communication was received from the Planning Commission recommending favorable action <br />by the Council on the tentative map of Atherwood Subdivision with- certain re- <br />visions. Inasmuch as a resolution of intention to annex this subdivision was <br />passed at the last meeting of the Council, this communication was ordered filed <br />for future reference. <br />Communication was received from A. J. Hall requesting permission to construct a room <br />in the attic of a double garage at his residence at 283 Fulton Street to be used <br />as sleeping quarters for his son who has asthma. City Manager Blom advised that <br />the ordinance provides that no quarters may be built over a garage unless ap- <br />proved by the Council. City Attorney McCarthy further advised that if approved <br />the quarters must be occupied by a member of the family and never rented. There <br />was considerable discussion as to the jurisdiction the Council would have over <br />the use of this room in the event the present owner sold the property, Mayor <br />Hilton and Councilman Britschgi being of the opinion that the Council would not <br />be able to enforce the provisions of the ordinance and believed the permit should <br />be granted with no provisions. Councilman Armstrong moved, seconded by Council- <br />man McNulty, that the permit be granted with the understanding that the room <br />is to be used as sleeping quarters for a member of the present family occupying <br />the premises and that it is not to be used for by anyone other than members of <br />the family. The motion passed with Mayor Hilton and Councilman Britschgi voting <br />in the negative and Councilman Werder absent. <br />Application was received from the Sequoia Nursery for a permit to construct green- <br />houses on Valota Road. Councilman Brigschgi moved, seconded by Councilman <br />Armstrong, that the communication be referred to the Planning Commission. Under <br />fz <br />I <br />
