96 <br />A petition, signed by 37 merchants, protesting the 3b minutes parking zone <br />between -El Camino Real and the railroad tracks on Broadway. There was consid- <br />eral3le discussion in regard to changing the zone. Councilman Britschgi and <br />Councilman Armstrong being of the opinion that the meters have not been in long <br />enough to determine whether the zoning is .desirable or not. Councilman Granger <br />and Mayor Hilton, however, felt that inasmuch as the merchants were not in favor <br />of the limited time, they should be given the same consideration as the other <br />areas in town. City Manager Blom advised that this time limit had been provided <br />after study of the report of Hahn and Campbell, Master Planners, who stated that <br />this area was the most congested in the city and it was thought that by limiting <br />the parking time to 3b minutes that more people would be given an opportunity to <br />park. There was also some discussion in regard to the number of parking spaces <br />in front of the banks limited to 3b minutes. City Manager Blom advised the num- <br />ber of such spaces in front of the various banks within the city and it was <br />felt that all banks should be giventhe same number. Councilman Granger moved, <br />seconded by Councilman Swift, that the request of the merchants be accepted and <br />that the time limit be changed to one hour on Broadway between E1 Camino Real <br />and the railroad tracks, with 3b minutes parking limit being assigned to two <br />spaces in front of each bank. Councilman -Armstrong asked if it would not be <br />necessary to amend the resolution adopted at the last meeting setting the time <br />limits for parking. City Attorney McCarthy advised this was correct and <br />Councilman Granger withdrew his motion and offered resolution amending resolu- <br />tion setting time limit for parking to provide for one hour parking between <br />El Camino Real and the railroad tracks on Broadway with two 36 minutes parking <br />spaces in front of each bank, seconded by Councilman Swift. On roll call, <br />resolution was adopted with the following vote: Ayes and in;�avor of the reso- <br />lution: Councilmen Granger, McNulty, Swift and Mayo Hilton. Noes and -against <br />the resolution: Councilmen Armstrong for the reason that he did not believe <br />a fair -demonstration had been had as to whether the present system was working <br />out, and Councilman Britschgi, Councilman Werder absent. <br />R E 8 0 L U T ION No. 424. <br />AMENDING RESOLUTION No. 417 "ESTABLISHING LOCATION OF PARKING METERS, ETC." <br />RESOLVED by the City Council of the City of Redwood City that Resolution <br />No. 417, entitled "Resolution Establishing Locations of Parking Meters, etc." <br />be and the same is hereby amended in respect to the time locations for parking <br />vehicles as shown on a schedule attached to said resolution and marked Exhibit <br />"A" and made a part thereof, in the following respect: The time limitation for <br />parking vehicles on either side of Broadway between E1 Camino Real and the <br />Southern Pacific Railroad tracks is hereby changed from Thirty -Six (3b) min- <br />utes to One. (1) hour. <br />Passed and adopted by the Council of the City of Redwood City at a reg- <br />ular meeting thereof held on the 20th day of January, 1947, by the following <br />vote: <br />AYES, and in favor of the passage and adoption of the foregoing Resol- <br />ution: Councilmen: ARMSTRONG, BRITSCHGI, GRANGER, McNULTY, SWIFT and Mayor <br />HILTON. <br />NOES: -Councilmen: NONE <br />ABSENT: Councilmen WERDER. <br />W.
