City 'Engineer Jain replied to questions on transite.that the City had used <br />some and had had some trouble.from a mechanical standpoint. City Manager Rolison <br />stated the City was equipped to lay cast iron pipe and in his opinion the cost -of <br />maintenance of transite would be greater; joints were put together with rubber <br />links; Public Utilities Commission gave it a 50% life rating as compared to cast <br />iron. Mayor Werder returned to the meeting at this time. Councilman Morgan moved <br />that cast iron pipe be used, seconded by Councilman Holmquist. Councilman Spillers <br />stated that the large oil companies had changed to transite pipe. Councilman <br />Morgan was in favor of upholding City Manager and City Engineer's recommendation <br />and stated that substitutes had to be used during the war when cast iron was un- <br />obtainable. Councilman Holmquist thought City Manager and City Engineer's recom- <br />mendation should be upheld. Mr. Cosgrove pointed out progress meant trying new <br />things and that transite had proven a good product. A roll call vote was taken and <br />motion was lost, Councilmen Britschgi, Spillers, Swift and Mayor Werder voting <br />Nay. Mayor Werder took chairmanship after the vote. Councilman Morgan moved that <br />the sidewalk should be 5 feet wide, seconded by Councilman Holmquist. Councilman <br />Granger stated that practically all of the sidewalks in Redwood City were 5 feet. <br />However, Mr, Cosgrove thought Qg feet was wide enough and declared the streets were <br />of this width in White Oaks Subdivision, and asked that they consider a 4 foot <br />sidewalk with 12 inches between sidewalk and curb. On roll call vote, motion <br />carried, Councilmen Spillers, Swift and Werder voting Nay. Roll call vote on motion <br />of Councilman Spillers approving 5' subbase with 211 asphalt surface, 30' width <br />streets failed to carry, Councilmen Britschgi, Granger, Holmquist and Morgan <br />voting Nay. Councilman Morgan wished the minutes to show that he had no part in <br />the tearing down of the standards of the City. <br />PETITION OF SERVICE STATION OPERATORS PROTESTING SELF -SERV STATIONS. Clarence A. Schott, <br />2400 Broadway, Stanley A. Machado, 336 N. Fremont, and James J. Kirby, 610 - 16th <br />Street, Oakland, Attorney, appeared in regards to the above petition ,and stated <br />that the self-sery station was here by sufferance, not by regulation and that an <br />ordinance should be adopted regulating dispensing of gasoline, insisting that an <br />attendant be present as the self-sery station was definite fire hazard. Mayor <br />Werder stated a committee had been appointed to study this matter: Councilmen <br />Swift, Chairman, Britschgi,Fire Chief Lodi and City Attorney Currie. Mr. Kirby <br />offered his service toward writing such an'ordinance for Council's consideration. <br />Mr. Northcutt appeared and stated that the insurance company mentioned which would <br />not insure self-serv, insured two of the larger oil companies and if self -sere <br />stations did 10 or 12 times the business, fire hazard would be lessened if there <br />were fewer stations. Councilman Morgan moved that the committee bring in a <br />report the next -meeting, seconded by Councilman Holmquist. Motion carried. <br />S & W C01414ITTEE REPORT, PETITION FOR VARIANCE ON REZONING.- Councilman Spillers reported <br />that Mr. Menefee, Attorney for S & W; had contacted Mr. tum Suden, Attorney for <br />residents. Barrels would be removed early part of the year, employees have been <br />spoken to about noise, truck drivers were not to use Ma.nzanita Street. Council- <br />man Spillers moved that satisfaction of residents as agreed upon in a letter from <br />Mr. Manefee should.be recorded in minutes, seconded by Councilman Holmquist, and <br />carried.
