MENIFEE <br />Attorney at Law <br />January 17, 19+9 <br />Mr. Richard tum Suden <br />i tum Suden and.tum Suden <br />605 market Street <br />San Francisco, California <br />n <br />ir <br />Dear Mr. tum Suden : <br />Confirming our conference with respect to the complaints of residents <br />in the area of the S & 1,1 plant in Redwood City, I have advised Mr. Rhorabough <br />of the nature of the complaints. <br />He assured me that barrels located on the S & W property would be removed <br />in the early part of this year. He also advised me that he would speak to the <br />various employees, and particularly those who leave their work around midnight <br />and request them to refrain from any language or loud noise that would be <br />objected to by the neighboring residents. <br />He also told me that he would request the various truck drivers entering <br />the plant not to use Manzanita Street. <br />It is not possible to operate the plant without the use of steam and it <br />is necessary that an exhaust be operated. <br />I sincerely hope that these matters will be satisfactory to your clients <br />and that there will not be any furthere complaints concerning the operation <br />of the S & W Plant. My clients desire to operate -the plant and at the same <br />time create no ill feeling with their immediate neighbors. <br />Yours very truly, <br />(Signed) Norman S. Menifee <br />CREEK COMMITTEE. Councilman Holmquist reported progress. <br />BENCH COM11ITTEE. Councilman Morgan reported that Councilman Spillers and he, himself <br />went over this proposed installation of benches very carefully, and recommended that <br />the contract be given Mr. Claus for cement benches of 1000 pounds, he to pay $1 per <br />month to the City. No advertising to be placed on any bench in front of a compet- <br />itor's business; benches were to be kept clean; Mr. Claus to carry liability in- <br />surance; signs to be placed on upper right inside of bench only. If contract entered <br />into, to be for 1 year and not transferrable without approval of the Council. Coun- <br />ciluan Granger inquired if the benches were to be confined mostly to the business <br />district. Spot map was submitted by Mr. Claus. City Clerk was to notify each <br />Councilman of the Committee's recommendation on motion of Councilman Swift, and <br />seconded by Councilman Holmquist. Councilman Granger stated that no bench should <br />beplaced in the residential area without the permission of resident. Spot map was <br />given to City Manager Rolison for his discretion. <br />HARBOR ROAD REPAIR. City Manager Rolison reported that preliminary surveys had been made <br />by City Engineer Jain on this project. Due to accumulated work -lead and shortage <br />of personnel, in order to expedite this work it was suggested that the services of <br />i <br />private engineers be employed; an additional cost would be incurred, not reimbursable <br />by the Bureau of Public Roads. This would have to be financed by the City and Port <br />Commission. To avoid future misunderstanding, distribution of cost should be agreed <br />upon in advance, before further obligations would be incurred by the City. It was <br />recommended by the City Manager that such distribution be on a fifty-fifty basis, <br />subject to the Port Commission's approval and if concurred in by the Council the <br />Port Commission should be advised that the City was prepared to proceed in this <br />manner. Points brought out in discussion were the companies who used this road <br />hauling heavy loads operated for profit, the Port Commission received rent from the <br />Port, maintenance of the road should not be a burden of the taxpayer. Councilman <br />Granger moved the approval of City Manager Rolison's recommendation, seconded by <br />Councilman Spillers. <br />
