Brit schgi, Floyd D. Granger, <br />H. E. Holmquist, A. J. Morgan, Jr., R. V. Spillers, A. V. Swift, Mayor W. M. Werder, <br />and City Clerk R. S. Dodge. Also present were: City Collector P. E. Perrin, <br />Building Inspector L. M. Duncan, Assistant Building Inspector Stephen Kreiss, City <br />Manager E. A. Rolison, City Engineer Glenn M. Jain, Police Chief C. L. Collins, <br />Auditor -Assessor J. J. Brophy, Water Superintendent H. L. Winter, Administrative <br />Assistant Richard D. Miller, City Attorney C. B. Currie. <br />APPROVAL OF MINUTES AS MAILED. Minutes of the regular meeting of February 21st and the <br />adjourned meeting of February 28th were approved on motion of Councilman Morgan, <br />seconded by Councilman Swift, and carried. <br />PETITION PRESENTED [+LITH SIGNATURES OF 17 property owners on Laurel Street between <br />Middlefield and Stambaugh, and Willow Street between Middlefield and Stambaugh, <br />and Stambaugh from Manzanita to Charter to have streets drained and made possible. <br />The petition requested full improvements under an assessment district but if this <br />was impossible this winter they would like the City to give them temporary relief. <br />City Engineer Jain preferred that the project not be started until the whole area <br />could be done at one time. The Stambaugh area assessment district was started <br />in 1945 or 1946 according to City Engineer Jain but nothing had been done since <br />that time. Petition could be interpreted as request for permanent improvements and <br />temporary relief. Councilman Granger moved the petition be referred to the <br />Engineering Department for report back to the Council, seconded by Councilman <br />Holmquist, and carried. <br />L <br />J <br />
