1. The Improvement District be abondoned as a 1913 Act Project and <br />reinstated as a 1911 Act Project. <br />2. The boundaries of the district be expanded to include -- <br />(a) Sidewalks on the south side of Broadway. <br />143 <br />(b) Sidewalks on both sides of Beech Street between Spring Street <br />and Broadway and, if right-of-way is acquired for the extension <br />of Broadway into Redwood Industrial Tract No. 1, the inclusion <br />of full street improvements for this extension. <br />(c) Storm drains through the entire tract. <br />(d) Full street improvements on Bradford Street between Walnut Street <br />and Maple Street. <br />3- Connect the proposed storm drain system into the existing 1911 sanitary sewer. <br />line west of Steinberger Street and the old sewage pumping plant at the north <br />end of Steinberger Street, to be used as a storm sewage system in addition <br />to handling the sanitary sewage from the Frank Tannery property. <br />4. Re-establish the,grades along Liguori Street and Maple Street to conform to <br />the new storm sewer system. <br />5- Abandon the idea of making a connection at Maple Street and Bayshore Highway <br />which has been forbidden by the State Highway Department. <br />6. Negotiate for SO feet right-of-way to connect Liguori Street with Marshall <br />Street, west of Main Street, and include improvements of said extension in <br />this improvement district before this land is resold and commercial build- <br />ings constructed thereon. <br />Mr. Jain thought the entire area between Broadway and Bayshore Highway should be <br />included in this district in order to properly handle the drainage and sewage dis- <br />posal problem. The present culverts under the Bayshore Highway were too high to drain <br />the area. <br />The existing 1511 sewer line in Steinberger Street and the 3011 sewer line in Harbor <br />Boulevard could be used as gravity storm sewer lines leading to the existing pumping <br />plants now operating, and could be maintained at a nominal cost. <br />The storm sewer could be jacked under the Bayshore Highway at or near National Avenue <br />and connections made to drain the Redwood Industrial Tract No. 1, National Motor <br />Bearing property and Chestnut Street drainage to the old county seweroutfallin <br />Harbor Boulevard. <br />Frost & Brian had agreed to prepare the necessary plans and specifications for en- <br />larged assessment district including.any required grade changes, additions, and <br />corrections to their original plans for the sum of 5% of the contract cost or esti- <br />mated construction cost, legs any previous payments made to them for the original <br />district. Previous payments had amounted to 5% of the original estimated cost, or <br />approximately $5,000. They had further agreed to prepare the necessary assessment <br />diagrams and spread of assessments for an additional 1% of the contract cost. <br />Mr. Jain stated in the report submitted that he was contacting a bonding company in <br />San Francisco in regards to the sale of improvement bonds and should have that infor- <br />mation in a few days. . <br />Mr. Jain had contacted several property owners heavily interested and they were <br />unanimously in favor of the improvements. Mr. Ernest Wilson started the original <br />proceedings and was willing to continue to act as legal adviser at the same rate of <br />2% of the total contract. In view of the fact that this should be started as quickly <br />as possible it was suggested by the Mayor that phases of this project be considered <br />at the adjourned meeting on Thursday, March 10th. <br />A REPORT ON THE PROPOSED UTILITY BUILDING FOR PARK EQUIPMENT AT THE RECREATION CENTER. <br />City Manager Rolison reported the plans and specifications were completed for con- <br />struction, the project amounted to approximately $6,000, was not included in the <br />
