148 <br />granted, seconded by Councilman Spillers, and carried.. <br />L. C. SMITH REQUESTED EXTENSION OF TIME, REDWOOD"TERRACE No. 1. City Engineer Jain <br />recommended granting of time inasmuch as weather conditions were not favorable to <br />laying paving, Councilman Holmquist moved that time be granted orhen,requested, <br />seconded by Councilman Britschgi, and carried. <br />CITY ENGINEER JAIN STATED THAT FRED J. EARLY AND ALSO PETER SORENSEN LINES at the Sewage <br />Treatment Plant should be tested in order not to delay other work, and that any <br />delay on the main plant would be reflected on those contractors and he desired that <br />q <br />kthe Council take action to this effect. Councilman Holmquist moved that Mr. Sorensen <br />be instructed to conduct the necessary tests on the 10,000 or more feet of sewer line <br />within the next 30 days, seconded by Councilman Morgan. City Engineer and the <br />consulting engineer for Frost & Brian would supervise the tests. Motion carried. <br />COUNCILMAN MORGAN WISHED A LEAVE OF ABSENCE for two weeks from April 9th, and was given <br />permission to leave the State. <br />COUNCILMAN MORGAN STATED criticism of the Council by the Tribune prompted his inquiry <br />whether the Council was bound by any statements or agreements supposed to have been <br />made in a caucus meeting. City Attorney Currie's opinion was that action would <br />have to be taken in an open public meeting in order to be binding. i <br />COUNCILMAN SWIFT ASKED ABOUT REI40VAL OF TELEPHONE POLES ON JEFFERSON STREET between j <br />Middlefield and Broadway. City Engineer Jain stated the P. G. & E. had been granted T <br />t <br />permits to lay conduits and had started to put in vaults as a part of this project. <br />COUNCILMAN GRANGER THOUGHT THE COUNCIL SHOULD RECOMMEND money to be taken out of parking <br />meter fund for off-street parking on the Robinson property across the street from <br />the City Hall after the lot was cleared. City Manager Rolison stated this would <br />be kept in mind and City Engineer Jain would present an estimate later. ` <br />PERRY STREET PARKING LOT. City Engineer Jain stated that as soon as weather permitted <br />this lot would be paved. <br />COUNCILMAN GRANGER ASKED THAT THE CITY 14APS TO BE PLACED UNDER GLASS in front of each <br />Councilman be kept in mind when the budget was being considered. <br />COUNCILMAN GRANGER STATED THE COUNCIL PASSED A RESOLUTION APRIL 5th, 1943, on first aid <br />for the Police and Fire Departments. Such a course was being scheduled in the near <br />future. Councilman Granger moved that a copy of this resolution be given to the <br />Personnel Board, seconded by Councilman Holmquist, and carried. <br />COUNCILMAN BRITSCHGI SUGGESTED PARALLEL PARKING be considered in front of the Post <br />Office to relieve traffic congestion and asked that the problem be referred to the <br />a <br />Traffic Fact -Finding Committee. City Collector -Perrin suggested free parking on WN <br />the opposite side of the Post Office and this suggestion was to be passed on to the <br />committee. <br />COUNCILMAN HOLMQUIST SUGGESTED FIRE CHIEF LODI check into street lights for Eagle Hill <br />4 <br />Terrace. Mr. Lodi had asked for clearance from the P. G. & E. some time ago on j <br />this. <br />7 <br />COUNCILMAN SPILLERS STATED THAT FOR THREE YEARS THE P. T. A. had tried to get white lines <br />painted on Clinton Street, Grand Street and Jefferson Avenue and Cleveland Street, <br />slow signs and crossing signs. Crossing guards were discussed and Police Chief } { <br />Collins stated that regular policemen were put on these crossings. City Manager 'G <br />Rolison .referred to the bill before the Legislature on the schools assuming this <br />burden. Slow signs had been ordered for Roosevelt and Valota Road. City Engineer, <br />
