i7 <br />1 <br />Councilman Morgan, and carried. <br />1'73 <br />LEAGUE OF'CALIFORNIA CITIES, PENINSULA DIVISION, DINNER MEETING Thursday, April 21, 1949, <br />to be held at the Hotel Sainte Claire, San Jose, Most of the Councilman expect to <br />attend, and were to be reminded again by the City Clerk, Ralph S. Dodge. <br />MR. ANDREW SPINAS, SUPERINTENDENT OF ELEMENTARY SCHOOL DISTRICT, submitted a letter stating <br />the Board%of Trustees objected to the nuisance caused by the presence of DOGS ON <br />SCHOOL GROUNDS and since licensed dogs apparently were immune from being impounded, <br />asked'if it were possible to amend the ordinance to remedy the situation. Councilman <br />Holmquist moved that City Attorney Currie report back with an•amendment to or an <br />ordinance to control this situation, seconded by Councilman Spillers, and carried. <br />TEEN-AGE CENTER BILLS SUBMITTED: <br />Kist Bottling Company 0107.57 <br />Peninsula Tobacco Company 17.02 <br />Star Advertiser 17.9 <br />Gift & Toy 5.62 <br />$148.15 <br />Bills were approved by City Auditor Brophy for expenditure from Special Recreation <br />. y <br />Fund. Councilman Spillers moved that bills be -paid; seconded by'Councilman'Holmquist, <br />and carried. <br />SPEED LIMITS, HARBOR BOULEVARD. The Traffic Fact -Finding Committee submitted an opinion <br />of City Attorney Currie that the City could determine on the basis of an engineering <br />and traffic survey that the 55 mile per hour prima facie speed was more than was safe <br />and reasonable and could by ordinance determine a prima facie speed limit of 45 or <br />35 miles.per hour. The present speed limit was causing excessive damage to the <br />roadway by heavy'trucking. City Engineer Jain recommended that such an ordinance be <br />passed to help eliminate further damage to this highway. Councilman Morgan moved <br />that City Attorney Currie prepare an ordinance for introduction at the next meeting, <br />speed limit to be determined by the Fact -Finding Committee, seconded by Councilman <br />Spillers, and carried. <br />BIDS FOR PURCHASE OF PIPE AND SPRINKLERS FOR UNDERGROUND SYSTEM AT COMMUNITY PARK. City <br />Manager Rolison had been authorized to call for bids on October 4, 194.$, but due to <br />excessive cost and unavailability of materials then, advertising had been deferred <br />until spring. Engineering Department estimated the cost would be approximately <br />$10,000. The Park & Recreation Commission requested that the Council renew their <br />authorization for City Manager Rolison to call for bids. It was the understanding <br />of the Council that the $10,000 for the sprinkler system to be f.inanced out of bond <br />money, would be in lieu of $10,000 allotted for grandstand. Councilman Spillers . <br />moved that City Manager Rolison call for bids, seconded by Councilman Granger, and <br />carried, Councilman Britschgi voting No. <br />ABANDONED DRIVE14AYS. City Engineer Jain submitted recommendation of the Traffic Fact - <br />Finding Committee that abandoned driveways should be reconstructed by property owner <br />i, <br />to make curb space usable for parking by general public at no cost to.,,the City, that <br />permits for driveways were granted to make property usable and when no longer needed <br />as such should revert to the general public use. It was recommended that a resolu- <br />tion or ordinance be written requiring owners to reconstruct them if this was legally <br />possible. Councilman Granger moved that the ordinance be drawn and that permits for <br />driveways be recorded and responsibility to reconstruct when no longer needed would <br />I; be transferred with transfer of property, seconded by Councilman Holmquist.
