DOLV71G SUBMITTED COMMUNICATION TO THE COUNCIL calling attention to <br />Public Hearings on Trans -Bay crossings. The letter was read by City Clerk Dodge <br />and ordered filed. <br />THE LIBRARY BOARD SUBMITTED A LETTER showing an increase in book circulation, use of <br />Library over <br />the <br />past <br />year and asked the Council's consideration <br />for sites <br />for Branch <br />Libraries. <br />This <br />had <br />been discussed by the committee before and <br />suggested <br />a reading <br />room at Five Points. It was proposed that this be taken up at the time of the <br />budget presentation and Councilman Britschgi moved that the Real Estate Committee <br />keep possible sites in mind for branch locations, seconded by Councilman Morgan. <br />A letter to be answered along this line. Motion carried. <br />DRAINAGE CONDITIONS, ARTHUR BL014QUIST PROPERTY, NORTH OF BAYSHORE HIGHWAY, Industrial <br />property between Steinberger Street and Harbor Boulevard. City Engineer Jain re- <br />pgrted Mr. Blomquist had destroyed the 15 inch sanitary and storm sewer line across <br />the City easement to connect with Redwood Creek and constructed a dike the full <br />length of Bayshore Highway to retain filled material to be dredged from Redwood Creek. <br />Both acts would result in elimination of the natural' drainage area for the City, which <br />flood waters had always drained on processed land into the Creek at low tide. H6 <br />asked that necessary steps be taken to require the owner to provide immediate facil- <br />itie•s for drainage to replace those which had been destroyed and to refrain from <br />dumping storm waters into the Steinberger Street channel, which had never handled <br />this run-off previously. The present Steinberger Street channel a4d its culverts <br />were not designed to handle any such amount of storm water. The City Manager con- <br />curred that immediate action was in order to prevent the possibility of a critical <br />flood water condition during heavy run-off periods. Payor Werder stated this had <br />been discussed in the sort meeting prior to the regular meeting of this evening and <br />the Real Estate Committee, Councilman Holmquist and Spillers, with Mr. Rolison, <br />Mr. Jain and Mr. Currie had been asked to meet with the owner to work out this <br />problem and report to the Council. <br />A REQUEST FOR A PERMIT TO CONSTRUCT AND IiAINTAIN A DRILL TRACK AND SPUR TRACK BY THE <br />LAND DEVELOP14ENT COMPANY. The Industrial drill track was to be constructed across <br />Broadway and across Charter Street, the industrial spur track across Broadway. The <br />drill track was for the further development of,Redwood Industrial Tract No.l and the <br />spur track was for the United States Printing and Lithograph Company. The location <br />of the tracks were shown on the map submitted. After discussion Councilman Britschgi <br />moved, seconded by Councilman Spillers that if City Engineer Jain and City Attorney <br />Currie found everything in order that necessary steps be taken to grant the permit. <br />Motion carried. <br />
