1 <br />1 <br />U1 <br />hand from the Police -Department employees -which was -approximately the same as the 9 <br />one from the Fire Department. This letter was introduced for the record. <br />POLICE OFFICER Wm. FAULSTICH spoke, representing his department. He stated they were sat- <br />isfied with the top rate of $315 per month, however, they objected to the starting <br />salary which they thought was too low to attract the better class of men. He stated <br />further they liked the County Plan where employees were advanced under the grading <br />r <br />system. <br />MAYOR WERDER EXPLAINED THE KROMER PLAN was undertaken by the Council to place all City <br />employees under a plan whereby future salary adjustments could be made on a sound <br />basis. He pointed out that the employees were receiving many advantages, such as <br />sick time allowances, pension plan, etc., which were not enjoyed by many working under <br />private enterprise. <br />J. Mc SHERRY, REPRESENTING THE Fire Department employees, stated they stood on their com- <br />munication which voiced their objections to the entire plan. The Firemen also were <br />dissatisfied with the starting salary of $244. They presented a new salary range <br />as their recommendation from $275 to $315, the top bracket to be obtained after com- <br />pletion of three years beyond the probationary period. <br />LARRY MORAN SPOKE AS REPRESENTATIVE OF THE CORPORATION YARD EMPLOYEES. He stated the men <br />of the Street, Sewer, and Water Departments were definitely behind the merit plan, <br />however, they requested a general up -grading of the individual classifications. <br />MR. PHIL PATTON; PRESIDENT OF THE LIBRARY BOARD, spoke on the subject of Library salaries. <br />He stated his belief that the State Library Laws had been lost sight of as he be- <br />lieved the Board had the Power under that law to fix salaries. After considerable <br />discussion on this matter, City Attorney Currie was directed to bring back an opinion <br />at the first meeting of October on motion of Councilman Britschgi, seconded by <br />Councilman Spillers. Motion carried. <br />ALFRED MORTON appeared in behalf of himself and Pasco Balzarini, stating his belief that <br />they both should be placed in the third step of their classification. Councilman <br />Granger explained that all department heads had been kept in the second step. <br />MAYOR WERDER STATED the Council had endeavored to be fair throughout the entire investi- <br />gation. An honest endeavor was made to equalize every position, no personalities <br />were discussed, and an honest effort was made to secure salary increases wherever <br />equitable. <br />COUNCILMAN MORGAN commented on the fact that the Council was responsible to the public, <br />and while they wanted to see the employees secure good salary increases, at the same <br />time they were to pass a tax rate later in the evening and must keep the matter of <br />expenditures in mind at all times. <br />CITY.MANAGER ROLISON stated Personnel rules were yet to be revised and rewritten. When <br />this is done a method will be established whereby employees can appeal to the Person- <br />nel Board if dissatisfied with their department head recommendations. <br />ON MOTION OF COUNCILMAN MORGAN, SECONDED BY COUNCILMAN HOLMQUIST, PERSONNEL OFFICER WAS <br />directed to notify the department head of employees anniversary date of employment, <br />the department head would either recommend increase in salary or denial of same <br />based on employees record. Employee would have the right to appeal to the Personnel <br />Board if dissatisfied.
