226 Board for .study, Councilman Granger again making i,tc];ear that no present employee <br />would be effected by the plan. Motion carried. <br />PURCHASE OF REDROCK AND ASPHALT from firms outside the City. City Manager's letter of <br />June 7th, 19.9 explaining that local Firms had failed to meet the City's specifi- <br />cations had led to the purchases out of town. He had written Redwo od Material <br />Company asking for their representative.to call and discuss the matter with him <br />but to date no one had appeared. He had discussed the matter with Mr. W. J. <br />McLaughlan, plant manager of P. Sorensen's plant at the Port. Mr. Sorensen, Mr. <br />McLaughlan and Mr. Werner, representing Redwood Material appeared to present their <br />side o:C the,discussion after which Mayor Werder stated the desire of the Council <br />to purchase supplies locally, all things being equal. An effort will be made <br />by the local firms to get together with the City Manager and City Engineer in an �nl <br />effort to straighten out the difference. <br />PARKING LIMITS FRONT OF P. BARZ STORE ON EL CAMINO REAL. Traffic Fact Finding Commit- <br />tee recommended against one hour parking zone at this location due to fact that <br />the area is not gontiguous to down town parking meter district, also that ir.would <br />be difficult to enforce the law in the area at this time. Recommendation approved <br />on motion of Councilman Granger, seconded by Councilman Swift and carried. <br />PLANNING COMMISSION STUDYING PROPOSED ORDINANCE CONTROLLING DRIVEWAY limitations. and <br />will be ready to make recommendation at a later date. <br />COMMITTEE TO STUDY WAYS AND IJIEANS OF OPENING FRANKLIN STREET THROUGH BUTCHER FIELD to <br />James Avenue were appointed by Mayor Werder. Councilman Morgan, representing <br />Commuters, Councilman Britschgi, Wm. McKeegan, City Manager, City Engineer and <br />City Attorney. <br />INTRODUCTION OF ORDINANCE AMENDING ORDINANCE 452, ELECTRICAL CODE. City Attorney <br />Currie explained the amendment was necessary -to incorporate rules and regulations <br />of the National Electrical Code dated January 1947, recommending ordinance contain <br />the emergency provision effective immediately upon adoption. Councilman Granger <br />moved introduction of the amendment, seconded by Councilman Swift and carried. <br />Councilman Granger moved that any application for electrical permit from the <br />Richfield Oil Company operating a plant at the Port, be referred to the City <br />Council before issuing said permit. Motion seconded by Councilman Britschgi and <br />carried. <br />PROPOSED STANLEY - WESTGATE IMPROVEMENT DISTRICT. City Engineer Jain submitted <br />estimates of cost as follows: <br />Estimated total cost of drainage $12,8511.:00 <br />Estimated cost Stanley Westgate area only 79617.50 <br />Difference necessary County area run-off only 5,23b-50 <br />It was recommended that the sum of $6,025.00 be allocated from the 1944 bond monies <br />to assist in the project,this figure to include engineering and incidentals over <br />and above the estimated difference of 05,236.50. Approximate cost if the City <br />contributes would be $11.25 per front foot. Councilman Britschgi moved that the <br />proper officials start the necessary proceedings as recommended by the City <br />Engineer. Motion seconded by Councilman Holmquist and carried. <br />ADVANCE FUNDS FROM GENERAL FUND TO COVER INITIAL EXPENDITURES ON GAS TAX PROJECTS. <br />City Engineer Jain requested that authority be given Auditor Brophy to make neces- <br />sary payments for engineering, labor and materials, such amolnts to be repaid from <br />Gas Tax funds when received.
