320 <br />Councilman Granger and carried. <br />COUNCIL FOR CIVIC UNITY OF REDWOOD CITY, 602 JEFFERSON STREET, PRESENTED AN APIE AL FOR LOW RENTAL HOUSING <br />signed by Elizabeth Eisenberg, Executive Director. A survey showed many sub -standard housing con- <br />. r <br />ditions in certain areas and overcrowded because families could not afford better living. Conditions <br />were considered a health menace to the entire community. The,appeal was for the Council to app7,y <br />for Federal housing under the new law and urged that action be takqn quickly before funds would be <br />exhausted. Councilman Britschgi moved that this be placed on the agenda,.referred to the proper <br />authorities, possibly the Real Estate Board and Planning Commission for areport back at the next Y� <br />meeting, seconded by Councilman Holmquist and carried. <br />NORTH REDWOOD NEIGHBORS, INC., 1839 BROADWAY complimented the Council for the way the traffic problem was <br />solved around the islands at intersection of Blandford Boulevard at Edgewood Road and Durlston Avenue } <br />I <br />and for the new street signs now being installed, in a letter signed by Howard Magee, President. <br />Contents of the letter were warmly received and letter filed. <br />$3000 APPROPRIATION FOR COMPLETION OF HOOVER RECREATION BUILDING. City Manager reported that the City <br />Auditor informed him this item was not included in current budget and the Council passed this meas- <br />ure at the last meeting and wished to know the source of funds. The unbudgeted reserve was limited <br />to the necessary essentials in connection with the operating budget and for this reason a special <br />construction fund was provided for projects of the above nature, and heorecommended that the $3000 <br />appropriation be transferred from the special fund for capital expenditures which was set up for <br />this particular purpose. Councilman Morgan offered resolution and moved adoption, seconded by <br />Councilman Swift and carried on roll call. <br />RES 0LUTI0N N0. 786 <br />AUTHORIZING EXPENDITURE OF $39000.00 OUT OF THE CAPITAL EXPENDITURE FUND <br />RESOLVED, by the City Council of the City of Redwood City, that the sum of $3,000 is hereby author- <br />ized to be expended out of the Capital Expenditure Fund heretofore established by Resolution No. 774 <br />of the Council of Redwood Oity. <br />FURTHER RESOLVED, that said sum shall be expended solely for the purpose of completion of the <br />Hoover School Recreation Center. <br />Passed and "adopted by the Council of the City of xedwood City at a regular meeting thereof, <br />held on the 3rd day of October, 1949, by the following vote: <br />AYES, and in favor of the passage and adoption of the foregoing resolution, Councilmen: <br />BRITSCHGI, GRANGER, HOLMQUIST, MORGAN,. Six residents requested permission for use of the property <br />to extend Poplar Avenue so that it could be an unrestricted thoroughfare from Hudson Avenue to Five <br />Points. Councilman Morgan moved that this be referred to the proper authorities, (Planning Commission), <br />I <br />
