That satisfactory assurance is received from the successful bidder that work will <br />start immediately, after approval by the State Highway Department, and w ill be carried <br />through to completion within the 30 days required by the specifications and Treement <br />from the date of signing of the contract. <br />Councilman,Britschgi moved that bid be awarded to Douglass & Woodhouse with City Engineer's recom- <br />mendations on conditions, seconded by Councilman Swif t and carried. <br />FRIENDLY ACRES PETITION ON .STREET IZTRO NTS.• City Engineer Jain stated that petitions were received for <br />full street impnovements, requesting pa wing, curbs, gutters, sidewalks and storm drains. Petitions <br />submitted represented 55 per cent of the total unimporved frontage of which 2.6 per cent was school <br />property. A group of property owners were present representing this area and there was some discussion <br />as to whether the petitions represented all property owners as some had moved. Mr. Jain explained that <br />by the time petitions were circulated again the same situation would exist as a certain number would <br />have moved by the time the required percentage of signers had been acquired. Councilman Morgan moved <br />that recommendation be accepted, seconded by Councilman Holmquist. Question of whether the City En- <br />gineer would do the work or farm it out. Mr. Jain stated they would handle all that they could as <br />far as specifications and plans were concerned. A portion of the plans would be let out to outside <br />engineers. In this way the jqb couldbestandardized. Motion carried. <br />AI_A MEDA DE LAS PULGAS BETWEEN NHIPPLE AVENUE AND HOPKINS AVENUE, PETITION FOR SIDEWALK IMPRDVEMENTS. City <br />Engineer submitted petition which represented 64.05 percent of frontage involved for one block. A1 - <br />though Alameda de las Pulgas would probably be widened at some future date it was recommended that <br />improvement district be approved and CityEngineer be authorized to prepare plans and specifications. <br />Any reconstruction of these new sidewalks and existing curbs could be absorbed in reconstruction costs <br />from Gas Tax Funds at a later date, although original costs must be borne by property owners. He further <br />stated that a complete study had been made from TVhipple to Cordilleras and this would be built to con- <br />form to new plan lines. Councilman Morgan was of the opinion this would be a needless waste of Gas <br />Tax Money if done over later and moved this be carried on the agenda for further study, seconded by <br />Councilman Britschgi. Councilman Britschgi thought the petition was originally to take care of water <br />from hospital. Mr. Jain stated this was a small job and could not be put in now, also that setback lines <br />were stillin abeyance. Amendment was accepted by maker and second from Councilman Granger to refer to <br />Planning Commission. Larry Wise, Adviser,- of Planning Commission stated they were already cognizant of <br />this, but -they were aware of terrificvork load in Engineering Deprtment and were making studies of most <br />importafit requests first. Motion carried. 4 <br />ABATEMENT 537 HAMILTON and 503 BRADFOED STREET) A TVIO-STORY APARTMENT BUILDING, J. J. BULLOCK ESTATE, located <br />on Portion of Lots 1 and 2, Block 4,Range D. Iiezesville. Building and Fire Departments recommended <br />that these buildings be demolished because of no foundation, illegal wiring, etc. Councilman Spillers <br />moved that building be properly posted, seconded by Councilman Morgan and carried. <br />RESOLUTION SUBMITTED, OPTIMIST CLUB DECLARING OPTIMIST WEEK FROM NOVEMBER 6th TO NOVEMBER 13th was offered <br />and moved for adoption on motion of Councilman Britschgi, seconded by Councilman Spillers- The resolution <br />expressed thanks to the Optimist Club for their successful work of ,youth rehabilitation. Motion carried <br />on roll call. Mayor Vferder noted absent. <br />
