374 that Nr : V,einerl s bill increased for one month, then "decreased. The meter ran at all <br />times on a 24 hour check and had all appearances of a leak in the building. Mr. <br />Weiner was invited to witness the checking of the meter but was not present. As <br />nothing was -found wrong with the meter he recommended that no rebate should be made. <br />Councilman Morgan moved that the request be denied, seconded by Councilman Britschgi <br />and carried. <br />TRAFFIC FACT FINDING COMMITTEE HAD STUDIED MEANS OF REDUCING TRAFFIC CONGESTION IN DOWN- <br />TOWN AREA. The present ordinance provision -(No -568) allowed double parking of com- <br />mercial vehicles for not more than 3 minutes. It was recommended that this provi- <br />sion be repealed and amended allowing 5 minutes until 10:30 A. 14. on week days when <br />regular parking space was not available. It was also recommended that loading zones <br />be established at the following locations, where there were no rear entrances avail - <br />able. (1) Below Union Oil Station at E1 Camino Real and Broadway near Sequoia Mon s <br />Shop (remove meters 168 and 169); (2) Near Redwood Town Shop, no parking zone <br />east side of Southern Pacific tracks; (3) At Winslow below new bus loading zone, <br />allowing trucks to use part of bus zone if necessary between buses (remove meter <br />No. 300); (4.) At creek between Main and Jefferson adjacent to Premier Smoke Shop <br />(remove meter No.639). Copies of recommendations had been previously mailed to all <br />Council members. Councilman Morgan moved acceptance of Traffic Fact Finding Com- <br />1 -9 <br />mittee recommendations, seconded by Councilman Swift and carried. Councilman Granger <br />moved that the City Attorney prepare the necessary ordinance, seconded by Councilman <br />Holmquist and carried. <br />z <br />HOUSING AUTHORITY OF COUNTY OF SAN MATEO.. P. 0. BOX 1095, Burlingame, submitted a second <br />letter asking that first letter be recalled from the Planning Commission and that <br />the Council meet with their committee. The first letter offered an unbiased survey <br />to ascertain the housing situation in the City; Great benefits were to be obtained <br />by the communities throughout the country by availing themselves of the provisions <br />of the 194.9 Housing Act and they believed they should be thoroughly explored. Many <br />misconceptions were abroad concerning the program. It was to correct this situation <br />that the offer of a consultation between the City Council of Redwood City and the <br />Housing Authority of the County of San Mateo was suggested. Rev. John E. Marozik, <br />was the Commissioner representing Redwood City on Housing Authority. The letter was <br />signed by F. A. Bloom, Secy. Executive Director. Councilman Morgan moved that the <br />Council meet with the Housing Authority at the time designated by the Mayor, seconded <br />by Councilman Holmquist. Councilman Granger thought the Planning Commission should <br />be included. Motion was amended by maker with consent of the second. Meeting was <br />to be the following Tuesday night, January 10th. Motion carried. <br />HEARING ON APPEAL BY REDEEMER LUTHERAN CHURCH IN REGARD TO DENIAL BY PLAITNING COMMISSION <br />BOARD on adjustments for use permit to allow a Mortuary to be established in the <br />Church as a more restricted non -conforming use. Mr. Norman Menefee appeared in <br />behalf of the Redeemer Lutheran Church located at Clinton and Jefferson stating there <br />would be a minimum of traffic, by the nature of the business a nimimum of noise; <br />that mortuaries were moving into residential areas and no mental hazard was created <br />by such a move to the residents. Also he did not think property values would be <br />lessened. Of 55 property owners, 23 objected and 32 did not voice opposition. He <br />thought his client <br />was <br />entitled to <br />consideration. <br />Mr. Worthington appeared for <br />those who protested <br />and <br />stated that <br />286 in the area <br />were against the mortuary being <br />
