All of said work and improvements are to be constructed at the places and in 379
<br />the manner, and to the lines, grades and elevations, as shown upon the plans, profiles
<br />and specifications made therefor and on file in the office of the City Engineer of
<br />Redwood City.
<br />Said contemplated work and improvement, in the opinion of said City Council, is
<br />of more than local or ordinary public benefit, and said Council does hereby.make the
<br />cost and expenses of doing such work and improvement chargeable upon a District, which
<br />District said City Council declares to be the District benefited by said work and im-
<br />provement and to be assessed to pay the entire cost and expenses thereof, and which
<br />said Assessment District is wholly within the limits of said City of Redwood City, State
<br />of California, and is described as follows:
<br />Said district to include the Westerly one-half (1/2) of Block 15 and the Easterly
<br />one-half (1/2) of Block 19 as said blocks are delineated on that map entitled "THE
<br />EASTERN ADDITION OF REDWOOD CITY, San Mateo County, California", recorded November, 3,
<br />1862, in Vol. 2 of Miscellaneous Records at page 85, San Mateo County records,, the
<br />bearings of -which are the basis of this description, and which area is more particularly,
<br />described as follows:

<br />BEGINNING at the intersection of the center line of Block 15 of said Addition
<br />extended to and with the center line of Middlefield Road (formerly known as Phelps,
<br />Street), 60.00 feet in width; thence N 610 40. W, 253.79 feet along the center line
<br />of Iu7iddlefield Road; thence along the center line of Block 19 of said addition ex-
<br />tended to the center lines of Middlefield Road and Stambaugh Street, both 60 feet in
<br />width, N-280 20' E, 360.00 feet to the center line of Stambaugh Street; thence S 610'
<br />40' E, 253.80 feet along said center line of Stambaugh Street; thence along the center
<br />line of Block 15 of said addition extended to the center lines of Stambaugh Street and
<br />Middlefield Road, both 60.00 feet in width, S 280 20' W, 360.00 feet to the point of
<br />beginning.
<br />There is excepted from said District all streets and other public property in
<br />use in the performance of a public function.
<br />Notice is hereby given that serial bonds to represent the unpaid assessments of
<br />$25.00 or over, bearing interest at the rate of six per cent (6f) per annum will be
<br />issued pursuant to Article I of Ordinance No 33 of said City, entitled "Redwood City
<br />Improvement Procedure Ordinance" adopted March 14, 1932, as amended, the last install-
<br />inent of which bonds shall mature fourteen (14) years from the 2nd day of January next
<br />succeeding the 15th day of the next November following their date.
<br />Notice is hereby given that Monday, the 16th day of January, 1950, at the hour of
<br />eight o'clock P.M., at the Council Chamber in the City Hall of said City, is- hereby
<br />fixed as the time and place when and where any and all persons interested may appear
<br />and show cause, if any they have, why the City Council should not find and determine
<br />that the public convenience and necessity requires the improvements described and re-
<br />ferred to in this resolution, without further compliance with the Special Assessment,
<br />Investigation, Limitation, and Majority Protest Act of 1931 of the State of California
<br />now embodied in the Streets and Highways Code of California as,Division 4 thereof.
<br />The City Clerk shall give notice of the adoption of this resolution by publishing
<br />a Notice of Proposed Local Improvement.once in the Redwood City Tribune, a daily news-
<br />paper published and circulated in said City, and by posting same on or near the Coun-
<br />cil Chamber door of said Council, said posting and publication to be made at least ten
<br />(10) days before the date of said hearing.
<br />Passed and adopted by the Council of the City of Redwood City at a regular meeting
<br />thereof, held on the 3rd day of January, 1950, by the following vote:

<br />COUNCILMAN GRANGER STATED THAT SIX MONTHS AGO THE COUNCIL TOOK MEASURES TO PROHIBIT PARK-
<br />ING AT FOUR POINTS, WHIPPLE AND EL CAMINO REAL and he asked why the ordinance was not
<br />carried out. City Engineer Jain and Administrative Assistant Miller both explained
<br />that the curb was painted red which indicated no parking was allowed according to the
<br />Vehicle Code. Chief Wood informed the Council that his force made spot runs out there.
