<br />of Councilman Britschgi, seconded by Councilman Holmquist and duly carried, protests
<br />were -overruled.
<br />17HEREAS all other written protests, if any, were overruled;
<br />NOVI, THEREFORE, the Council of the City of Redwood City resolves as follows:
<br />. That the assessments and the assessment diagram attached thereto, covering the
<br />cost of certain improvements made in the City of Redwood City and described in'Reso-
<br />lution No. 707, to which resolution reference is hereby made for further particulars,
<br />and which assessment has been filed with the Clerk of the City of Redwood City, be and
<br />the same is hereby approved and confirmed.
<br />Passed and adopted by the Council of the City of Redwood City at a regular meeting
<br />thereof, held on the 20th day of February, 1950„ by the following vote:
<br />AYES, and in favor of the passage and adoption of the foregoing resolution, Coun-

<br />VETERANS OF FOREIGN WARS REQUESTED PERMISSION TO DISPLAY ON BROADWAY ONE OF THERI MOBILE
<br />WAR .EXHIBITS. There would be no admission fee but voluntary contributions accepted
<br />would be used to help carry on its Welfare and Rehabilitation Programs. Councilman
<br />Granger moved that permission be granted, seconded by Councilman Swift and carried.
<br />Comdr. Kirk stated this would not be on a corner and would not obstruct.view of
<br />traffic and they were willing to pay parking fees. It was indicated that this would
<br />not be necessary.
<br />DELIVERY OF EMPLOYEES PAY CHECKS. Mr. C. W. Eltringham of the C. G. Uhlenberg Company had
<br />made a study of this and recommended that a waiting period of three days be estab-
<br />lished between the closing of payrolls and the delivery of checks to employees in
<br />order to give an intermission of time for proper checking. City Manager Rolison had
<br />requested that study be made and submitted their recommendation. After discuss -ion
<br />Councilman Britschgi moved approval of recommendation, seconded by Councilman Holmquist
<br />and carried on roll call, Councilman Granger, Spillers, and Swift voting No.
<br />OVERTIME STUDY BY PERSONNEL BOARD. They recommended certain classifications not of an
<br />executive, administrative or supervisory nature should not be eligible for overtime
<br />accumulation or payment and should be excluded from the overall plan to be`formulated.
<br />Non-competitive were City Manager, Administrative Assistant, City Attorney, Police
<br />Judge, Police Chief, Fire Chief, City Librarian, Clerk and Treasurer. Competitive
<br />were: City Collector, City Engineer, Civil Engineering Associate, Civil Engineering
<br />Assistant, eater Superintendent, Auditor -Assessor, Building'Inspector, Recreation
<br />Director, Park and Building Superintendent, Police Captain, Police Lieutenant, Assist-
<br />ant Fire Chief and Fire Marshall. Councilman Britschgi moved approval of recommen-
<br />dation, seconded by Councilman Holmquist. Fire Chief Lodi thought this might create a
<br />problem in his department. Motion was withdrawn by maker with consent of the second.
