<br />F. E: HOFFMANN APPEARED FOR R. D. SIFFORD IN THE MATTER OF DENIAL OF APPLICATION FOR
<br />PERMISSIVE VARIANCE IN THE USE OF HIS PROPERTY, Lot 4, Block 9, Kensington Square,
<br />which was denied on recommendation of the Planning Commission. Councilman Morgan
<br />moved that the City Attorney take the necessary steps to hold a public hearing for
<br />Mr. Sifford to show cause, etc., seconded by Councilman Spillers and carried.
<br />PUBLIC LAW NO. 352 FEDERAL GOVERNMENT ADVANCE OF FUNDS FOR FUTURE PUBLIC WORKS PROJECTS
<br />was brought up by City Manager Rolison with the thought that the City could borrow
<br />money for the creek project to be repaid when the project was completed. Council-
<br />man Britschgi offered resolution and moved adoption for completion of plans and
<br />specifications,and authorizing City Manager Rolison to enter into contract, and
<br />carried on roll call.

<br />AUTHORIZING FILING OF APPLICATION WITH THE UNITED STATES OF
<br />AMERICA FOR AN ADVANCE TO PROVIDE FOR THE ADVANCE PLANNING OF
<br />NON-FEDERAL PUBLIC WORKS UNDER THE TERMS OF PUBLIC LAW 352s
<br />81st CONGRESS OF THE UNITED STATES, APPROVED OCTOBER 13, 1949•
<br />WHEREAS, City of Redwood City, California, herein called the "Applicant",
<br />after thorough consideration of the various aspects of the problem and study of
<br />available data has hereby determined that the construction of certain public works,
<br />generally described as the improvement of the main channels and branch channels of
<br />Redwood Creek between Bayshore Highway and El Camino Real by constructing and
<br />installing therein low pressure storm water conduits, storm drains, pumping plants
<br />and all necessary appurtenances to facilitate drainage of the lower areas of the
<br />City of Redwood City, is desirable and in the public interest and to that end it is
<br />necessary that action preliminary to the construction of said works be taken
<br />immediately; and
<br />WHEREAS, under the terms of Public Law 352, 81st Congress, approved October
<br />13, 19499 the United States of America has authorized the making of advances to
<br />public bodies to aid in defraying the cost of architectural, engineering, and econ-
<br />omic investigations and studies, surveys, designs, plans, working drawings, speci-
<br />fications, procedures and other action preliminary to the construction of public
<br />works (exclusive of housing); and
<br />WHEREAS, the Applicant has examined and duly considered such act and the
<br />Applicant considers it to be in the public interest and to its benefit to file an
<br />application under said act to authorize other action in connection therewith;
<br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF REDWOOD CITY, CALIFORNIA,
<br />the governing body of said Applicant, as follows:
<br />1. That the construction of said public works is essential to and is to the
<br />best interests of the Applicant, and to the end that such public works may be pro-
<br />vided as promptly as practicable, it is desirable that action preliminary to the
<br />construction thereof be undertaken immediately;
<br />2. That E. A. Rolison, City Manager of said City, be hereby authorized to
<br />file in behalf of the Applicant an application ( in form required by the United
<br />States and in conformity with said act) for an advance to be made by the United
<br />States to the Applicant to aid in defraying the planning cost preliminary to the
<br />construction of such public works, which shall consist generally of the improve-
<br />ment of the main channels and branch channels of Redwood Creek between Bayshore
<br />Highway and E1 Camino Real by constructing and installing therein low pressure
<br />storm water conduits, strom drains, pumping plants and all necessary appurtenances
<br />to facilitate drainage of the lower areas of the City of Redwood City.
<br />3. That if such advance be made the Applicant shall provide or make neces-
<br />sary arrangements to provide such funds, in addition to the advance, as may be
<br />required to.defray the cost of such action preliminary to the construction of the
<br />public works..
