In regard to the PLACEMENT OF
SIGNALS IN FRIENDLY ACRES, a traffic check would be taken and the Council's request
would be given consideration 4t that time. Councilman Granger asked if it had not
been the policy to have a police officer at the depot at all times. Councilman
Morgan stated he understood from City Manager Rolison that the Traffic Division
was making a study for re-routing traffic. City Manager Rolison stated that the
fact finding committee was considering a sketch presented on the parking situation
and was making a general survey on major streets of the City in regards to speed
limit signs in order to enforce violations. The committee met once a week on
Friday. City Manager Rolison suggested the possibility of eliminating parking on
the;isoutherly side of James Street during the time between 5:00 and 6:30. Council-
man Britschgi did not approve of this and thought merchants would object. Council-
man Granger stated he had previously suggested parking parallel and move the bus
stop for pickup over to where they were originally. Councilman Britschgi stated
a good job was being done on directing traffic, that it took only five minutes to
clear. This was placed on the agenda.
LUXOR, SEQUOIA AND YELLOW CAB COMPANIES requested permission to hold permits as section
2(j) 3 of the ordinance 535 provided that permission must be had and obtained from
the Council providing permits were not used for a period of 45 days. Councilman
Swift moved a'request for permits as set forth in the letter, be met, seconded by
Councilman Spillers. There was some discussion on this, Councilman Brtischgi thot
it should not be necessary for cab companies to pay for permits which they did not
O
use. Councilman Spillers pointed out that if permits were not carried and it was
necessary to put into operation more cabs, the Council action would necessarily
delya this. Councilman Granger agreed that this section in the ordinance was not
right. One of the cab owners appeared and stated that it might be necessary to
operate 15 in the winter and 7 in the summer and questioned how they would pay for
permits as the permits were issued for one year. Mayor Werder suggested this could
be discussed again if the Council deemed this was not a correct system.
