The Redwood City Water Department reserves the right to f determine the size of meter and service connections. No new service con- nections shall be added to any existing overloaded distribution lines. t Normally, 20 consumers shall constitute a maximum number of services con- nected to any 2 inch distribution line or its equivalent. (4) EXTENSION OF NEW MAINS. Where no mains exist new mains will be extended at cost of consumer or applicant, provided pressure and supply are adequate to warrant such extension, as determined by the Water Department. All installations to be and remain the property of the City. (5) OTHER RULES AND REGULATIONS. That all other rules and regulations of the Redwood City Water Department not in conflict with the above, shall apply to the Emerald Lake Area and all other outside consumers. It is estimated that if approved the suggested rates should produce a net surplus earning of between $10,000 and $12,000 per year above the bare cost of operation, as applied to the Emerald Lake District. I In other words, the present annual gross revenue of approximately %L8,000 in this area would be increased approximately 25%, or to a total of about $60 000. Therefore the present average monthly bill of $4.00 would be increased to 65.00, based on 1000 existing consumers. In order to avoid any future misunderstanding it is again emphasized that IT current revenues, even with this proposed increase, will not provide sufficient funds for the improvement of distribution facilities affecting individual con- sumers. However, in the event an improved distribution service is demanded, it would be my recommendation that, if practical, the City furnish such improvements at cost and without profit, providing that rates can be sufficiently increased, or the individual consumers directly benefitted are willing to advance no necessary funds to pay all out of pocket expenses. Briefly, I feel that the City should be prepared to furnish any type and quality of service that the citizens in the Emerald Lake area desire and are willing and able to pay for. I do not feel however that the City is obligated -to provide such improvements at the expense of either the taxpayers or water consumers of Redwood City. Attention is also called to the fact that recent demands of the National Board of Fire Underwriters will require a large expenditure to enlarge water mains within the City, the penalty for undue delay being increased insurance premiums. Your favorable and immediate consideration of the above recommendations are therefore urgently requested. Respectfully submitted, E. A. Millington, Attorney for Mr. Hartley in regard to recent order of the Council requiring him to desist from rug cleaning business in First Residential District, because of protest by neighbors. Mr. Millington stated he had a permit from 3 to 5 years and thought he was entitled'to a hearing by the Planning Com- mission and asked that this be placed on the agenda for the next meeting to give him an opportunity to'present more of the facts at that time. Councilman Morgan I_ moved this be carried:on the agenda, seconded by Councilman Werder. Councilman J Granger stated this had always been an R-1 District. r I� REPORT ON BIDS FOR SIDEWALKS, ALAMEDA DE LAS PULGAS and HOPKINS AVENUE. Mr. C. 0. Bodenhamer submitted low bid of 3105.70 and P. Sorensen $3130.55. The total submitted by Mr. Sorensen was'$3310.55, but was an error in addition. City f� Engineer Jain stated neither he, Building Inspector Duncan nor Water Superinten- dent H. L. Winter knew of Mr. Bodenhamer. Councilman Holmquist stated he was a resident of Redwood City for many years and was well known, had constructed bridges and specialized in concrete work. Councilman Spillers moved this be carried on agenda to give City Engineer Jain time to check further, seconded by Councilman Morgan, and carried. I
