0 'U [Fd EXTENSION OF OAK AVENUE. City Engineer Jain stated this had been referred to both the 477 City Attorney and himself for a report. On checking this had been barricaded off and on for'several years and should be removed for convenience of Fire and Police Depart- ments. There had been times when the trucks would drive in and couldn't get out. The street was unimproved between Hudson and Grand Streets. It was thought the people on Oak Avenue could work out something for street improvements as they were entitled to the street. Councilman Granger moved that recommendation of City Engineer Jain to have barricade removed be accepted, seconded by Councilman Morgan, and carried. PROPOSED WIDENING WiIPPLE AVENUE and ALAMEDA DE LAS PULGAS. City Engineer Jain reported that they were to meet with the Hospital Board about this and other matters including fire protection. City Attorney Currie stated Mr. Harman had endeavored to contact insur- ance carrier for the City to determine whether or not the City would be covered when answering fire calls outside City limits. They were waiting for something specific on this. Councilman Holmquist reported that landscaping was being held up pending some of these decisions. It was decided to take up these points at a meeting with the Hospital Board the coming Wednesday night, April 19th. Mr. Gerfen, Administrator, was present and thought it would be agreeable to meet together at that time. Two gentlemen in the audience wished information regarding the streets out there and were asked by Mayor Britsehgi to contact the City Engineer later. Council was to meet with the Hospital Board in Room 204 Holmquist Building, Main Street. FURTHER DISCUSSION ON CHICKEN ORDINANCE. Councilman Granger asked that this be carried on the agenda as they were not agreed on one or two items, such as the Building Depart- ment enforcing the ordinance. Placed on agenda. REMOVAL OF TREES ON STATE HIGHWAY. City Attorney Currie stated the City had no jurisdiction over trees on the State Highway; no one could remove them without approval of the Highway Department. After June 30th, 1950, ordinances pertaining to major highways through cities would have to be submitted to the State Highway Department for their approval. It was decided that City Engineer Jain would write for cooperation of State Highway Department to preserve trees in the interest of the City. REPORT ON PARKING METERS :: FRINGE AREA. City Collector Perrin reported that on mapping the downtown area of the $10 meters, 25% or 1$9 were 2 -hour meters. Perry Parking.Lot, California and Winklebleck and James Streets were all 2 -hour parking areas. No pro- posed change was recommended at this time. It was left up 'to the discretion of City Collector Perrin to suggest any needed change in the future. The report was accepted. PROPOSED SALE OF BY-PRODUCT FROM THE SEWAGE TREATMENT PLANT. City Attorney Currie stated the first step would be to get an appraisal of value. It was the opinion that this was an important item to recover revenue from the plant. Councilman Werder moved that this be referred to the City Engineer to contact the League of California Cities and ascertain what other cities were doing in this respect, seconded by Councilman Spillers and carried. REPORT ON BID OPENINGS - 9 Kaar 30-40 me AM transmitters and 24 spare tubes, obsolete fire and police department equipment. City Manager Rolison recommended that the high bid of $200, Electric Supply Company, Oakland, be accepted. The appraised value was $147.
