484 PERMIT ANIMAT EXHIBIT. Mr. Frank E. Peters requested permit to show for 3 days, May 5, 6, and 7th, which was on Sunday. The show was to be held on Broadway off Main Street, Mrs. Dixon's property. There would be no seats as it was a walk- through show. City Collector Perrin was called upon in regard to this and he stated a regular fee of $35 per day would be charged but the City Ordinance did not permit -showing of carnivals or circuses on Sunday. Councilman Jierder moved that the permit be granted subject to approval of proper authorities, seconded by Councilman Morgan, and carried. City Attorney was to advise Mr. Perrin with regard to the Sunday shows and Mr. Peters was to contact Mr. Perrin. JOHN HARTLEy, 730 KATHERINE AVENUE, regarding Cleaning and Repair Business. Attorney Wayne R. Millington appeared for Mr. Hartley stating he had been operating for four years under use permit granted by the Planning Commission under Ordinance 460 which was repealed by Ordinance 600. The Council had ordered Mr. Hartley to discontinue his business in theis R-1 District within 30 days as of Council meeting April 3rd. It was Mr. Millington's understanding that if a use permit was in existence at the time of adoption of Ordinance 600 it could not be re- voked except after certain proceedings and his client would be entitled to a hearing before the Planning Commission. People around him were willing that he continue, the protest came from across the street when people were moving in and out and there was some confusion on account of large van's or trucks, but there had been no such congestion since. Mr. Millington asked that the Council let him continue until expiration of the lease. He had recently leased the house �I from Mrs. Metvin for two years, had two sewing machines that were used in the I business, but did not live there. City Collector Perrin presented a record showing license fees from February 27th, 1948. Mayor Britschgi suggested this be put over to the next meeting of May 8th, City Attorney Currie to check and E l make a report at that time. STREET IMPROVEMENTS - WHIP.PLE AVENUE EXTENSION. City Engineer Jain submitted a I report after meeting with the Hospital Board on Wednesday, April 19th. They would dedicate a strip 24 feet in width along the northerly side of Whipple if Avenue. No parking would be permitted along the Hospital side of this street If in order that the could be constructed 7 feet closer to the street and still permit an ultimate four -lane boulevard to connect with Edgewood Road at some furture date. The Hospital Board approved paving a full 21 feet between the curb and the proposed centerline andthe installation of curbs and gutters and f the construction of sidewalks adjacent to the curb. In order to have the street it improved during the summer months and prior to opening of the hospital, it was recommended that the County Engineer be given authority to prepare plans and specifications on the project in order to accelerate the project and because the entire right-of-way now lay within unincorporated territory. It was doubtful whether the project could be completed within the time requested due to other assessment districts now in planning stage or under construction. This would leave City Engineer's office free to proceed with the Alameda Street improvements as a separate project. Approval of recommendation was requested. After the letter was read City Engineer Jain stated that Mr. Wilson from the County Engineer's office had contacted him and their office was quite cool to the idea of doing the street project.
