that•he� had checked with Mr. Rolison as well as some outside engineers and the <br />concensue o'f opinion was that it would require 60 to 90 days to prepare complete <br />plans and specifications and it was their joint recommendation that the project <br />not be started until after the rainy season. The question of installation of <br />water lines at the same time, also the matter of widening and paving of both <br />Jefferson Avenue and Alameda de Las Pulgas as major streets should be considered at <br />this time. After considerable discussion in which the Council concurred in the rec- <br />ommendation of the Engineers and City Manager not to start this project before <br />spring, Councilman Holmquist moved, seconded by Councilman Swift that the engineers <br />start preparation of plans and specifications, the City Attorney Currie to prepare <br />necessary legal papers so that the job could be advertised for bids, work to be done <br />in the spring. It was understood that even though the Engineering Department could <br />prepare a complete plan at this time any part of the improvements could be eilimi- <br />nated at a later date if necessary. Motion carried. <br />MR. T. E. LOWE, MR. 0. SALISBERG, MR. 0. OLIVERS APPEARED ON BEHALF OF PROPERTY OWNERS IN <br />t <br />THE AREA REQUESTING IMPROVEMENTS IN THE ALLEYS. Mr. Jain explained that he had re- <br />ceived petitions bearing a majority of property owners signatures in 5 of 12 blocks " <br />r <br />involved stating that it would be more satisfactory if the remaining 7 blocks'could <br />be included in the improvement district. It was explained to the gentlemen above <br />mentioned that it would be impossible to complete these improvements before the <br />y <br />rainy season set in. Therefore, the Council thought it advisable to have theplans <br />and specifications worked up as well as the legal work so that the job also could be <br />handled early in the spring. Some of the property owners present requested some <br />relief in the way of redrock or gravel so that cars could be driven into garages ' <br />facing the alleys during the winter season. Mayor Werder explained that the City <br />would do all possible to help in this condition. <br />MR. HARRY BURLAND, PENINSTTLA DELIVERY SERVICE, APPEARED BEFORE THE COUNCIL REQUESTING <br />that he be allowed some leeway in double parking on Broadway during his delivery ; <br />hours. He stated that in recent weeks the Police Department had been putting <br />pressure on him but due to the fact that part of the stores on Broadway had no back <br />entrance it was necessary to stop on Broadway to make emergency deliveries. City <br />Manager Rolison stated that he had ordered the Police Chief to stop double parking <br />especially during the period of rush traffic. It was explained to Mr. Burland that <br />the American Railway Express, Post Office trucks, etc., were allowed to park next <br />to the curb without inserting coins in the meters but that the Council had never <br />sanctioned double parking. After further discussion Councilman Holmquist moved, <br />seconded by Councilman Swift, that the matter be referred to the Traffic Study Com- <br />mission for their recommendation. <br />REAL ESTATE COMMITTEE REPORT. Councilman Holmquist reported that the committee had met <br />with the City Manager and Chamber of Commerce officials and they felt that inas- <br />much as the Chamber of Commerce is an advertising agency for the City and the <br />building would be built and paid for by the Chamber of Commerce for the use of the <br />public, the City should allow them to locate on the property known as the Robinson <br />property. It was thought, however, that before assigning any particular site a <br />study should be made of existing conditions, an effort to establish and straighten <br />property lines which might make 'it necessary to enter into a discussion with the <br />owner of the Poole property.
