State Division of Highways also objected to this being zoned for commercial due to 53
the present width of the road. Mr. Klang was of the opinion that some of the indi-
vidual city officials had been in favor of zoning this area commercially. Councilman
Britschgi moved that City Attorney Currie be instructed to draw up necessary papers to
be presented at the next meeting with a map, seconded by Councilman Swift. Councilman
Morgan suggested that a report be brought in to show the entire street from Five
Points,, which was commercial, and which was not. Motion carried.
LETTER FROM THE STATE DIVISION OF HIGHDIAYS IN REGARDS to installation of traffic signals,
estimated City's portion to be ,17,000. City Manager Rolison recommended that City
Engineer Jain be instructed to prepare for the .financing of the City's share of this
project from Major City Street Funds. Signals to be installed at WHIPPLE AVENUE,
reconstruct signals at BREISTER AVENUE, BROADWAY, JAMES AVENUE and JEFFERSON AVENUE,
and interconnect this set of signals. At WOODSIDE ROAD it was proposed to install
three phase traffic actuated signals. Signals at Whipple Avenue would be placed to
take care of the present intersection, and it might be necessary to relocate one or
two signals should Whipple Avenue be re -aligned in the future. Councilman Granger
moved that City Manager Jain be instructed to notify the State Division of Highways
that the City was in a position to meet their share of the expense and that if light-
ing on Broadway and E1 Camino Real could not be included that the City appropriate
the necessary funds to complete the lighting, seconded by Councilman Morgan. Motion
carried. City Engineer Jain stated that a project statement could be prepared with
a letter of transmittal telling them that we were interested in lighting. We would
be asked to prepare additional statement and this could be made one project. Coun-
oilman Britschgi suggested that if the City owned lights at Chestnut and Bayshore
Highway that these lights be used at Whipple and Brewster after traffic signals are
installed on Bayshore. City Manager Rolison stated that lighting could be handled,
that this was not a big job.
REPAIR OF HARBOR ROAD. Communication from Mr. M. D. McCarl, Port Manager, advised that
the Port Commis-sion agreed to advance funds for the reconstruction of the Harbor
Road to the extent of $30,000, subject to reimbursement of the Bureau of Public Roads,
contingent upon the following conditions: (1) That the City stand all engineering
costs, which City Engineer Jain had estimated at the sum of $2500., (2) That the
additional cost of any work in excess of that approved for reimbursement by the
Bureau of Public Roads such as widening etc., be financed by the City. City Manager
Rolison recommended that this not be prolonged and that the Bureau of Public Roads
be notified that the City was accepting its proposal, and recommended that financing
for widening of road which would not be reimbursed by them, be deferred until surveys
had been made and the estimated cost of such work was actually determined. City
Manager Rolison did not recommend that the City should be expected to finance a
heavy duty type of roadway needed only by users of Port facilities. Councilman
Granger moved that City Manager Rolison proceed with Engineer and that the Port
Commission's proposal be accepted, seconded by Councilman Spillers. Under further
discussion it was considered better to protect the road and widen at City expense to
preserve it than to do it.in three or four years, inasmuch as the Port would replace
only that type of road which existed and that it would be better after the survey
to decide who would finance it then, but present transaction should be closed.
ABATEMENT 509 ALLERTON STREET, Mrs. R. E. Manley, owner,, lives in the front dwelling.
