u <br />54 Health,�;Building and Fire Departments inspected the. one story frame building, <br />adjoining two room frame shack used as living -quarters for Mr. & Mrs. F. McKinsey <br />and two 'children and recommended'abatement of board and batten building as there <br />was no foundation; wiring in dangerous condition; two adults, two children, and <br />possibly three more children to move -in; no toilet facilities to accommodate <br />family; unsightly and a fire hazard. Councilman Britschgi moved that abatement pro- <br />ceedings should *be started, seconded by Councilman Holmquist, and carried. <br />ABATEMENT 344 Fuller Street, G. B. Solari, 260 Topaz Street. Property located at rear <br />of Lot 6, <br />Block <br />5, Range C, <br />Mezesville. Health, Building <br />and <br />Fire Departments <br />inspected <br />buildings, and recommended <br />that two <br />small sheds <br />at <br />rear be removed; rear <br />yard cleaned up; <br />one story <br />frame structure to <br />rear, two rooms <br />and bath, occupied <br />{"7 <br />i <br />by b2r. Benton L. Bairos be repaired or abated. Councilman Spillers moved that <br />recommendation of these departments be accepted, seconded by Councilman Britschgi, <br />and carried. <br />REPORT ON DISASTER COUNCIL COMMITTEE BY COUNCILMAN GRANGER, Committee Chairman, stated <br />that this was not an emergency war measure, but could be applied in lieu of a <br />Civilian Defense program if necessary. It was recommended that the Commander take <br />immediate steps to appoint an Executive Officer who would automatically become <br />Chief of Registrations-, that a registration program be arranged to protect all <br />volunteer workers during an emergency and training program; City Clerk to be regis- <br />tration officer, that the Commander arrange a meeting with the Disaster Relief <br />Chairman of the Red Cross; that all department heads within the City develop a <br />training program for all registrants; that the City Attorney be referred to Article <br />7, Military and Veterans Code of the State of California, 1947, for the purpose of+ <br />preparing necessary resolution or procedure under the Mutual Aid Section of the + <br />Ordinance. Councilman Morgan moved that recommendations be accepted, seconded by <br />Councilman Holmquist, and carried. Mayor Werder instructed City Clerk Dodge to <br />contact Mr. @nzaley to blanket workers in, a meeting to be held later with the <br />Red Cross. <br />PETITION FOR REVOCATION OF ZONING PERMIT VARIANCE OR ADJUSTaENT WAS PRESENTED BY EACH <br />of four residents of Manzanita Street, George 0. Castro, Frank K. Navaroo, Albert <br />.Malvino, and Leslie W. Whiteley. Petitioners objected to rezoning of block bounded <br />by Manzanita, Heller, Lalzrel and Middlefield Road owned by S & W Fine Foods and <br />rezoned over their protests, and objected•to this block being used for storage of <br />barrels and boxes; that buildings were to be erected on this block. Mr. Whiteley <br />appeared and stated they anticipated the Council would want time to consider the <br />petitions and they would appear at another meeting. Councilman Spillers moved <br />that this be put on the agenda for the next meeting and the petitioners be so <br />notified as well as S & W. seconded by Councilman Morgan, and carried. <br />PROPOSED PARK BUILDING FOR STORAGE OF EQUIPMENT. City Manager Rolison stated that the <br />City Engineer, Building Inspector, and Superintendent of Parks were at the Park <br />on this date and hoped to have some kind of building suitable to the location to <br />present to the Council for approval at the next meeting. Mayor Werder suggested <br />that this be placed on the agenda for the next meeting. <br />CITY ATTORNEY CURRIE STATED THAT THE CITY DID NOT HAVE A CLEAR TITLE TO THE PROPERTY <br />adjacent to the Recreation Area and suggested that the City try to get a quit <br />claim from the former owners if possible and that he be authorized to deal with <br />i <br />
