moved that'City Engineer Jain•be so notified and that work should be started and 63 <br />whatever action necessary should be taken to speed up the job, seconded by Council- <br />man Swift, and carried. <br />ADJACENT STRIP TO CHARTER STREET OCCUPIED BY IDEAL AUTO COURT. A report submitted by Mr. <br />Frank S. Skillman, Planning Director for the Cbunty, stating that a strip 141,x <br />566.55' now occupied by trailers was owned by Mr. Carl W. Reed, owner of the auto <br />court. Mr. Reed had agreed to.remove trailers and give occupants a 30 day notice <br />and this matter would be corrected by the end of the year. Mr. Reed offered to sell <br />this strip to the City or County for $3000. Mr. Skillman was doubtful if the County <br />could acquire this strip at this time, but suggested if the City was interested to <br />contact Mr. Reed. The letter further stated the County would be glad to discuss <br />ways and means of widening Charter Street. Councilman Granger thought this was a <br />County problem and moved that the Real Estate Committee work on this and see if the <br />County would stand their share of the expense, seconded by Councilman Morgan, and <br />carried. <br />MR. JOHN S. COWGILL, PROBATION OFFICER, submitted a letter objecting to small children <br />being on the streets after midnight shows and being boisterous, and also objecting <br />I <br />to teen-agers around the new drive-in congregating in large crowds, milling around <br />looking for trouble and getting into fights. He thought the drive-in was responsible <br />i <br />for catering to them'at these hours and the small children,gttending the late movies , <br />was in'violation of the curfew law and its intent. It was hoped these matters would <br />j <br />receive proper attention from local authorities,prior to any action the Probation <br />Department stood ready to take, Police Chief Collins reported that he had covered <br />I <br />the show twice last year and there were no youngsters attending, that this year there <br />had been no midnight shows since the report from the Probation Department. Police <br />j <br />were checking the drive-in, Councilman Britschgi thought the driving around,Smith's <br />i <br />Drive-in was dangerous. Councilman Holmquist moved the communication be answered, <br />and the matter be referred to the proper authorities, Police Department and City <br />Attorney, if necessary, and a report be brought back -to the Council, seconded by <br />Councilman Granger, and carried. It was thought the parents were at fault, not the <br />Police or Probation officer. Councilman Spillers was of the opinion that it would <br />be better to have the children in a movie on Halloween and New Yearls. <br />t <br />AUDITOR BROPHY REQUESTED AUTHORITY FOR PERMISSION TO WRITE OFF DELINQUENT WATER BILLS <br />approximating $1400 into the "Reserve for Doubtful Accounts° and whether or not a <br />j <br />list of these items be turned over to a collection agency for a further attempt for <br />i <br />collection. Mr. Brophy explained that some people had moved away and some were <br />'hardship cases and that they tried to work these out with the individual but they <br />would like to have the Council's instruction on establishing procedure. City <br />Manager Rolison explained after questions by Councilmen that we do have the same <br />procedure to follow as the public utilities and at the end of 60 or 90 days accounts <br />are turned over to a collection agency, but the City had never carried this out and <br />s <br />wished the Council's instruction. 'Councilman Morgan moved that this be followed out, <br />seconded by Councilman Granger. Mr. Brophy was of the opinion that the Health <br />Department would object to water being shut off. City Attorney Currie stated this <br />could be done if bills were not paid. Councilman Morgan withdrew his motion and <br />Mr. Granger his second. Councilman Granger moved that accounts of those who had <br />moved be turned over to a collection agency, and attempt be made on the part/ of the <br />
