Brophy confirmed his statement, and was to make the -correction. 75
PETITION TO REVOKE S. &•W. ZONING PERMIT. Mr. Richard tum Suden, Attorney for residents
on Manzanita, Middlefield Road and Heller Street, appeared in their behalf protesting
night noise caused by operation of diesel lift trucks, employees making undue noise,
boxes and barrels in area which was to be occupied by the office buildings, .conser-
vative in height, and landscaped. Mr. Norman Menefee represented the S & W, pre-
sented pictures with the intent to build offices when conditions were right. Mr.
tum Suden stated the pictures were taken after the place was cleaned up. After
hearing both sides rather than refer this back to the Planning Commission on account
of the zoning, a member of the Council, the Mayor, representative from $ & W and the
two attorneys were to meet and bring back a report on the motion of Councilman
Britschgi, seconded by Councilman Swift. Mayor Werder appointed Councilman Spillers
and removed himself from the committee, as Mr. Whitely, one of the protestants'sug-
gested that either Councilman Swift or Spillers be on the committee as they had been
out to survey the situation. Motion carried.
BIDS ON BILLING MACHINE FOR WATER DEPARTMENT. Underwood Corporation bid 03195 and
Buroughs Equipment bid $3960, both subject to sales tax of 22%. City Manager.Rolison
recommended that the be awarded to the low bidder, Underwood Corporation. Council-
man Spillers moved that recommendation be approved, seconded by Councilman Morgan,
low enough to get under, but the tops of 300 of the piling had rotted off and nearly
all of the decking had gone. However, he thought it would cost about 03000 for a,311
and carried.
lQ
REPORT ON RULES AND REGULATION REGARDING THE USE OF THE COUNCIL CHAMBERS. City Clerk
Dodge reported that minutes had been searched as requested by the Council during
Mayor Anderson's term from April 15th, 1940 and beyond to August 17th, 1942. No
record was found, of rules having been established although use of the Council Chambers
had been granted during this period to Sportsman's Club at the meeting of December
16th, 1940, Boy Scouts, February 17th, 1941, and Commuter's Club, May 4th, 1942.
Councilman Granger was certain that rules had been set up and suggested that the
records be searched prior to this time.
FIRE PROTECTION OUTSIDE THE CITY LIMITS REPORT. Survey had been made by Fire Chief Lodi
at the request of the Council. It was not considered a fair practice to enter into
an agreement with a plant outside the City limits,.as others.could apply for the
same protection and At present all plants outside the City limits received protection
K
on a mutual -aid agreement. More was involved than just sending firemen and appara-
tus as the Police Department was directly involved in handling traffic, etc. Coun-
i
cilman Morgan moved that recommendation be accepted, seconded by Councilman Swift,
and carried.
PROPOSED BUILDING FOR EQUIPMENT TO BE CONSTRUCTED IN COMMUNITY PARK AREA. An estimate of
1`+
4
$6000 and sketch showing location of proposed building was submitted for approval.
After discussion relative to need for such a building in this particular area it was
referred to City Manager Rolison for further study, on motion of Councilman Swift,
seconded by Councilman Morgan. City Engineer Jain stated the building would be
located just off Valota Road next to the proposed Armory Building, Motion carried.
BLIND STREET OVER CREEK ON BROADWAY ADJACENT TO GARDNER BUILDING. Mr. Jain reported on
this and stated an accurate estimate could not be given.as the tide had not been
low enough to get under, but the tops of 300 of the piling had rotted off and nearly
all of the decking had gone. However, he thought it would cost about 03000 for a,311
